6ICS Phase 1B Progress
- All 10 suppliers now have Phase 1B compliant
products - c. 80 LAs will implement by 30 September target
date - Additionally, the majority of LAs have told us
that ICS will improve their service to children
7Progress to Date
8Advantages were categorised into three broad
areas IT, management and outcomes services for
children
- 99 LAs (69) noted that ICS will introduce an
improved I.T. system which is more efficient and
effective than previous systems - 129 LAs (90) noted that ICS will improve their
management tools and processes - Both of the above will enable the LAs to improve
the service they provide children - 78 LAs (55) noted that ICS will enable better
outcomes and services for children

- Capital funding for LAs has been agreed in
principle up to end March 2009 - But - new money in 2009-10 budgets cannot be
guaranteed

13Changes to validation rules (1)
- In v2.1 of specification notified in LA
Newsletter July 2008 - Header validation rule added to check
ReferenceDate (2009-03-31) - Asylum Seeking validation check 8560
- Validation rule changed as asylum seeking is not
required for unborn children. Had stated that
this field is required for all children - Looked After Child Adopted validation check 8580
- Validation rule changed as LAC adopted is not
required for unborn children. Had stated that
this field is required for all children - Incorrect Rule 1570Q removed entirely would
have flagged the majority of records with a
FormerUPN as being in error

- To include in v2.2 of specification
- Change to disability validation/home information
module - Disability validation check 8540
- Validation rule will be changed as disability is
not required for unborn children. It currently
states that this field is required for all
children - Home Information Change the specification so
that it says that the post code should be
included rather than must be included as follows - Each ltChildgt group contains 0..1
ltHomeInformationgt group

- Amendment to XML schema CBDS-Standard-Header-v2-0
-CIN.xsd file to allow Child as a value - XML schema v2.2 delayed to reflect all of above
validation rule changes will be issued shortly - XSLT not yet issued due to need to reflect all of

- 13 Users including 2 main testers, 1 LA secondee
and several naïve users - There were 37 issues raised in the Issues
Tracker during testing. These were mainly minor
validation or formatting errors and have been
resolved. - External testing
- Formal Test Period 04/08/2008 29/08/2008
- 21 Users including 1 software provider and 15
different LAs - 5 LA users and 1 software provider accessed the
test system and 2 users provided feedback - XSLT
- This was tested ready for release but changed to
match new data requirements (re disability, home
information etc for unborn children). Being
retested before release. - CSV to XML Converter
- This was tested and released but needed to be
upgraded to deal with very large files. Testing
now completed and it will released shortly.

- ICS system MUST be able to produce the
information to complete the CIN Census
