Role of the Service Headquarters
prepare for such employment of the Marine Corps,
and for such recruiting, organizing, supplying,
equipping, training, servicing, mobilizing,
demobilizing, administering, and maintaining of
the Marine Corps, as will assist in the execution
of any power, duty, or function of the Sercetary
or the CMC Title 10 USC, subsection 5041
This is not a Reserve Thing. CMC support of
the CCDR is a Total Force issue.

Purpose of the Reserve Component
to provide trained units and qualified persons
available for active duty in the armed forces, in
time of war or national emergency, and at such
other times as the national security may require,
to fill the needs of the armed forces whenever,
during and after the period needed to procure and
train additional units and qualified persons to
achieve the planned mobilization, more units and
persons are needed than are in the regular

Proposed CMC Guidance
  • CMCs Goal. Satisfy GWOT force requirements
    while maintaining a USMC global ability to
    respond to emergent contingencies with
    expeditionary warfighting capabilities.

Purpose and Tasks
  • Purpose provide CMC guidance to USMC operating
    forces and supporting establishment required to
    ensure timely and effective support of forces
    deploying ISO OIF 05-07-1.
  • Specified Tasks
  • Organize USMC forces for employment by Sptd
    CCDR.
  • Supply and equip (sustain) deployed USMC forces
    for employment.
  • Mobilize (activate, integrate, deactivate)
    reserve forces.
  • Administer forces.
  • Implied Tasks
  • Provide Individual Augmentation as directed to
    source Sptd CCDR JMDs.
  • Train USMC forces for employment by Sptd CCDR.
  • Monitor and report status of deployed forces.

Supporting Tasks

  • Coordinate synchronized augmentation of USMC
    units with CNO (N3/5). MAID-P, 1.d.3.c
  • Assist Sptd USMC Component Cdr in developing
    combat replacement rqmts and sourcing plan.

    from RTC to ILOC/POEs.
  • CMFR provide DS for deployments executed directly
    to theater from RTC.
  • Execute equipment replacement resulting from
    combat loss.
  • Monitor pre-deployment processing via MCMPS to
    ensure full qualification of deploying force.
  • PO direct procedures to develop ILO capabilities.
  • MFR develop the following ILO capabilities __,

Coordinating Instructions
  • USMC will continue to use volunteer IRR Marines
    to provide additional manning to deploying units
    and source combat replacement requirements.
  • IMAs will be activated as requested by their
    opsonsor to fill their assigned billets.
  • Deploying units will fall in on equipment already
    in place in-theater.
  • USMCR units activate Dec 05-Jan 06. (phased
    activation tied to RDD and training plan USMCR
    units and USNR units)
  • AC Marines transferred into deploying unit will
    be attached TAD in excess.
  • RC Marines deploying with a unit other than their
    currently assigned unit will be joined to the
    deploying unit, and may transfer back to the
    original unit upon deactivation.
  • Cdrs ensure the scheduling and movement subsystem
    in JOPES is timely and accurately updated to
    allow for accountability, ITV, and force closure.
    (use of MCMPS TBD 10 Aug)
  • Use of MCMPS is required for pre-deployment
    processing to ensure each individual to include
    DOD civilians and contractors are qualified for
    deployment.
  • IA guidance is listed in ref __ (CMC 282028Z Jun)
    additional guidance to be included in plan.
  • Individual sailors will process through the NMPS
    MCB Camp Lejeune.?
  • Individual Marines (IA, CRs, _____) and Marines
    assigned to USMCR units on a by-exception basis,
    upon request of MARFORRES, will process through
    DPC MCB Camp Lejeune?
  • Unit and individual equipment will be issued at a
    CIF during processing prior to deployment and
    must be returned to the nearest CIF upon return
    from deployment. Utility uniforms will be issued
    if required from the CTEP.
  • USNR personnel must complete all predeployment
    processing and training rqmts.
  • Identify USN SELRES and MAP rqmts via MRTM and
    JOPES.
  • MARCENT establish an Equipment Density List (EDL)
    for sourcing by supporting commanders.
  • IL monitor SEWAGE results.
  • ILO Capabilities will be organized around an
    existing unit (add detailed instructions).

CONOPS
  • HQMC, MFL, MFP, MFR, and DPC/NMPS will use MCPMPS
    to track status and process deploying individual
    Sailors and Marines.
  • Sptd USMC Comp CDR identifies USMCR units for
    deployment and activation and capability
    shortfalls via JOPES.
  • COMMARFORLANT requests CMC(PO) direct activation
    of USMCR units.
  • CMC(PO) issues unit activation message and
    coordinates with PLN/TFS to identify affected USN
    RC and MAP personnel to N3.
  • MFR ensures reqd data is entered into the
    MCMPS/MRTM documenting status of processing
    rqmts prior to unit departure from RTC.
  • Sailors activating via DPC Camp Lejeune will be
    issued all equipment and provided addl MOS and
    combat skill training concurrent with NMPS
    administrative processing.
