What is required

    accordance with Section 504 of the Rehabilitation
    Act of 1973, the Americans with Disabilities Act
    of 1990, and state law.

Section 508 (a)
  • Text Tags. A text equivalent for every non-text
    element shall be provided.
  • Use equivalent and descriptive ALT tags to
    describe images, graphics, audio or video clips.
  • If an ALT tag is insufficient due to the
    description being too long, use LONGDESC or a
    d-link to link to a separate description page
    where you describe the element.

Section 508 (b)
  • Multimedia Presentations. Equivalent alternatives
    for any multimedia presentation shall be
    synchronized with the presentation.
  • Audio content must have at least a text
    transcript, if not synchronized captioning.
  • Video with accompanying audio content requires
    synchronized captioning.
  • Strictly video content requires text alternatives
    for the graphics or having a d-link to a
    description.

Section 508 (c)
  • Color. Web pages shall be designed so that all
    information conveyed with color is also available
    without color, for example from context or
    markup.
  • Some other method of identification, such as text
    labels, must be combined with the use of color.
  • Avoid using color to convey meaning.

Section 508 (d)
  • Readability. Documents shall be organized so they
    are readable without requiring an associated
    style sheet.
  • Style sheets can enable users to define specific
    viewing preferences to accommodate their
    disability.
  • It is critical that designers ensure that their
    web pages do not interfere with user-defined
    style sheets.

Section 508 (e)
  • Server-side image maps. Redundant text links
    shall be provided for each active region of a
    server-side image map.
  • An image map is a picture that provides
    different links to other web pages, depending on
    where a user clicks on the image.
  • When using a server-side image map to present the
    user with a selection of options, browsers cannot
    indicate to the user the URL that will be
    followed when a region of the map is activated.
  • Redundant text links are necessary to provide
    access to the pages for anyone not able to see or
    accurately click on the map.

  • Client-side image maps. Client-side image maps
    shall be provided instead of server-side image
    maps except where the regions cannot be defined
    with an available geometric shape.
  • Client-side image maps allow an author to assign
    text to each image map hot spot.
  • For each hot-spot link, create ALT text.

Section 508 (g) (h)
  • Data tables. Row and column headers shall be
    identified for data tables. Markup shall be used
    to associate data cells and header cells for data
    tables that have two or more logical levels of
    row or column headers.
  • Use the scope attribute in the column and row
    heading tags (ltTHgt) to associate the header text
    with every cell in that column or row.

  • Frames. Frames shall be titled with text that
    facilitates frame identification and navigation.
  • Include text within the body of each frame that
    clearly identifies the frame.

    title attribute.

Section 508 (j)
  • Flicker rate. Pages shall be designed to avoid
    causing the screen to flicker with a frequency
    greater than 2 Hz and lower than 55 Hz.
  • Flashing or flickering elements are usually added
    through technologies such as animated gifs, Java
    applets, or third-party plug-ins or applications.
  • Avoid use of the ltblinkgt and ltmarqueegt tags.

Section 508 (k)
  • Text-only alternative. A text-only page, with
    equivalent information or functionality, shall be
    provided to make a web site comply with the
    provisions of these standards, when compliance
    cannot be accomplished in any other way. The
    content of the text-only page shall be updated
    whenever the primary page changes.
  • Text-only pages must contain equivalent
    information or functionality as the primary pages.

Section 508 (l)
  • Scripts. When pages utilize scripting languages
    to display content, or to create interface
    elements, the information provided by the script
    shall be identified with functional text that can
    be read by assistive technology.
  • Provide alternative standard links for links
    activated only by event handlers.
  • Use ltnoscriptgt tags to identify the function of
    the script.

Section 508 (m)
  • Applets and plug-ins. When a web page requires
    that an applet, plug-in or other application be
    present on the client system to interpret page
    content, that page must provide a link to a
    plug-in or applet that complies with Section 508
    (a) through (l).
  • Where web pages provide content such as RealAudio
    or PDF files, they must also provide a link to a
    plug-in that will meet the software provisions.
  • Look for ltOBJECTgt or ltAPPLETgt tags to signal the
    inclusion of plug-ins or applets.

Section 508 (n)
  • Electronic forms. When electronic forms are
    designed to be completed on-line, the form shall
    allow people using assistive technology to access
    the information, field elements, and
    functionality required for completion and
    submission of the form, including all directions
    and cues.
  • Use the ltLABELgt tag to mark specific elements as
    labels.

Section 508 (o)
  • Navigation links. A method shall be provided that
    permits users to skip repetitive navigation
    links.
  • For those who use screen readers or other types
    of assistive technology, it can be a tedious and
    time-consuming chore to wait for the assistive
    technology to work through and announce each of
    the standard navigational links before getting to
    the intended location.

Section 508 (p)
  • Time delays. When a timed response is required,
    the user shall be alerted and given sufficient
    time to indicate more time is required.
  • Someones disability can have a direct impact on
    the speed with which he or she can read, move
    around, or fill in a web form.
  • Many forms, when they time out automatically,
    also delete whatever data has been entered, not
    allowing the user to complete the form.
