  transition
• and make recommendation to CEOS plenary Oct.

• Larry Enomoto to work with WGISS T.T. leader to

• Establish T.T. and T.T. Leader
• Conduct preliminary work over coming months to

• interests of scientists to participate
• Report to CEOS Plenary (1999) and gain
  endorsement for
• continued transition activity leading to
  recommendation in 2000
• Identify science projects that meet the GOIN
  follow-on criteria
