Impact of Cyclone Nargis
Cyclone Nargis Rehabilitation
  • Cyclone Nargis struck Myanmar on 2 and 3 May,
    2008 and it was the most devas- tating natural
    disaster in history of Myanmar.

Response to Cyclone Nargis
The National Disaster Preparedness Central
Committee (NDPCC) took the lead in carrying out
relief and rehabilitation tasks. Emergency
Meeting of NDPCC on 3rd May, 2008 adopted
emergency measures to be implemented in an
immediate response. Immediate needs such as
food, shelter and medicine were quickly provided
to survivors of Cyclone Nargis.

Three Phases
The Head of State guided to carry out Cyclone
Nargis response in three phases (a) Phase (I)
Emergency relief measures, such as meeting
immediate needs for food, clothing, medical care
and shelter (b) Phase (II) Recovery and
Rehabilitation (c) Phase(III) Reconstruction
measures for long run protection from natural
disasters through building of walls, barriers and
embankments to guard against wind, waves and
floods and construction of storm shelters.

Response to Cyclone Nargis
An individual cabinet minister was assigned to
each of the storm-hit townships for close and
effective supervision of relief and
rehabilitation tasks in the township concerned.

supervision in severely storm-hit townships

International humanitarian assistance were
received, and relevant ministries, private
entrepreneurs, local NGOs and INGOs worked
together in line with NDPCs guidance in
response to Cyclone Nargis.

The concerted efforts were made by the government
and the entire people. So that emergency response
was achieved.

  • The ASEAN-United Nations International Pledging
    Conference was held in Yangon on 25th May 2008
    and concluded with commitment of providing
    humanitarian assistance to Cyclone Nargis
    affected areas.

  • The Tripartite Core Group (TCG) comprising of
    representatives from the Government of Myanmar,
  • ASEAN and the United Nations was formed.
  • TCG developed Post-Nargis Joint Assessment
    (PONJA). PONJA highlighted priorities in recovery
    measures.

Cyclone shelters and hillocks
  • The State has planned to build 20 cyclone
    shelters and 17 hillocks in the coastal areas,
    and earthworks and construction tasks are now
    under construction.

  • TCG also developed Post-Nargis Recovery and
    Preparedness Plan (PONREPP). PONREPP reflects
    strategies on protective, healthy and protected
    lives, and will be incorporated with the
    Governments Reconstruction Plan. PONREPP
    proposes a three-year medium- term recovery plan
    from January 2009 through December 2011.

Standing Order on Disaster Management
Based on the lessons learnt in Cyclone Nargis,
the National Disaster Preparedness Central
Committee has developed Standing Order on
Disaster Management in January, 2009 to ensure
effective response to future disasters. The
Standing Order includes national level
institutions and their mandates, State/Division
Level Disaster Preparedness Committees and their
responsibilities, and exact mandates of
respective (24) ministries and municipal
committees.

Disaster Preparedness Measures
  • Relief and Resettlement Department is conducting
    trainings and workshops in collaboration with
    ASEAN Committee on Disaster Management (ACDM), UN
    Agencies, INGOs and NGOs for capacity building of
    Government staffs and NGO staffs in the field of
    disaster management.

FUTURE PLAN
Myanmar Action Plan on Disaster Risk Management
(MAPDRR)
Relief and Resettlement Department is preparing
Myanmar Action Plan on Disaster Risk Reduction
(MAPDRR) with the technical support from Asian
Disaster Preparedness Centre (ADPC) which is
based in Bangkok, Thailand. MAPDRR includes 7
main components and 64 sub-components. These 64
sub-components will become as future disaster
risk reduction projects. MAPDRR is drawn up
including priorities of Hyogo Framework for
Action (HFA) and ASEAN Agreement on Disaster
Management and Emergency Response (AADMER).
