forte mobilisation de ressources, de capacités
organisationnelles pour promouvoir les TIC dans
le relationnel des PME, réduisant les inerties
institutionnelles.
7- Potentiel croissant des marchés électroniques
(euro-méditerranéens) - linter-sectorialité et
linteropérabilité des acteurs privés et
publics,, mobilisant des architectures de
support au commerce international.
8- Spécificités culturelles du management et des
dirigeants connaître et se faire connaître,
fidélité et respect des engagements, maîtrise des

11E-Facilitation contexte et concept
- In todays economic environment, two key aspects
of international competitiveness are low
transaction costs and "total response
capability, i.e. the capability to compete on
the basis not just price and quality, but on the
basis of price, quality, time and service.
Effective time and service response to support
total response capability is becoming
increasingly important given the "technology
induced" changes now being introduced into the
supply chain. - E-facilitation is generated by the combined
effects of the evolution of business processes
and procedures in the global competitive
environment, applying simpler procedures,
standards and recommendations and the increased
possibilities offered by the technology,
resolving the inflexibility of the supply chain,
automating and creating structural data sets.

17Les stratégies alternatives de-Facilitation
18GETTING COMPETITIVE strategy
- focuses on organisations which are still
operating in a predominantly traditional
manual mode, with relatively low level of ICT
usage, and with its business predominantly
oriented to the local/national market. The
strategy should aim at preparing the organisation
to enter into a broader and more competitive
market
19GOING INTERNATIONAL strategy
focuses on preparing the organisation for a more
consolidated presence on the international
market, and in particular of products and
services abroad. The strategy aims at improving
the trading skills and the organisation readiness
to enter into the international and global
markets with its business, proving also
assistance to governments in the area of
simplification, harmonization and automation of
official procedures affecting trade.
20GOING ON-LINE strategy
- . builds up and reinforce the capabilities
and practical applications of ICT to a point
where electronic business operations can be
introduced as an integral part of the
organisation business operation.
21GOING ELECTRONIC BUSINESS
- focuses specifically on the introduction and
practical usage of e-facilitation among
organisations and governments ready to implement
all measures.
22(3) Le-Transformation - Fondements et Bonnes
Pratiques
- Le concept de-Transformation
- Pourquoi e-Transformer ?
- Principaux aspects
- Contexte
- Priorités
- Objectifs
- Une gestion de projet e-Transformation par
les enjeux - Les résultats escomptés
23Le concept de-Transformation
- The term e-Transformation refers to the change
process experienced by a company, organisation or
professional association when applying the use of
technology to new practices which are necessary
to provide a better service to its clients, the
public or members.
24Pourquoi e-Transformer ?
travail. - E-Transform is an opportunity for improvement
which generates benefits in the cost of
information management and in the speed of
execution in the document exchange process. The
benefits of e-Transformation depend on the nature
of the process to be eTransformed, although in
general they will always be related to two
primary effects of eTransformation - gt improved information management cost
- gt speed of execution of the process
25Principaux aspects de le-Transformation
- eTransformation is usually applied to information
management processes. A process cannot be
regarded as completely eTransformed if these
three aspects have not been taken into account
technology, legal framework and final users - eTransformation projects are usually applied to
situations where the principal activity involves
information management.
26Le contexte organisationnel
- Quatre niveaux de chantiers distincts
- La gouvernance d'entreprise (fusions,
acquisitions, holding...)

Directive on e-invoicing
Harmonizes the format of the invoice invoice
is a document with invoice written on top that
contains the data elements (buyer, seller,
invoice number, VAT number,) required by the
lawMember States may not require paper invoices
to be signedElectronic (i.e. paperless)
invoicing is allowed provided the invoice is
transmitted in EDI or is accompanied by an
electronic signatureThe electronic signature is
required to guarantee authenticity of origin and
integrity of contentsAn advanced electronic
signature is demanded. Member States may
further require it to be based on a qualified
certificate and created with a secure-signature-cr

Despite the savings, e-invoicing roll-out is
slow, who will deliver the low cost solution for

37Specific Technology and Digital Innovation for
eTransforming
- Needs for technological components necessary to
tackle the most prominent aspects of an
e-Transformation process (validation of the
authenticity of the electronic information,
authentication of electronic identity,
registration of electronic evidence or the
incorporating security in the production of
electronic information) - The need to validate the authenticity of the
electronic information that the organisation
manages, and which could originate in the company
itself or in third parties - The need to have reliable mechanisms for ensuring
the electronic identity of the people
participating in the process and their functions
in relation to it - The need to have reliable mechanisms for
registering electronic evidence which allows us
to irrefutably prove what happened in each of the
actions making up the process - The need to have mechanisms that incorporate
security in the production of the electronic
information of the organisation with either an
internal or external destination. We cannot
consider the e-Transformation to be complete if
the receiver of the information still requires us
to provide a physical format

39Information Technology for Adoption and
Intelligent Design For e-Government (ITAIDE) -
One of the major challenges for European
governments is solving the paradox of increasing
security in relation to international trade,
while at the same time reducing the
administrative overhead carried by commercial as
well as public administration organisations
involved in the business of trade. Quoted in the
proposal of ITAIDE, UN/CEFACT, 2005 There is
insufficient synchronisation between legislation,
business process redesign and IT
developments. The lack of a single European
identification mechanism and harmonisation of
concepts uniform and structured information
exchange about and/or for traders between Member
States hinders Member States to make progress in
redefining and/or redesigning their business and
IT processes. Quoted in the study Benchmarking
Customs IT Architecture, 2005
