Title: Balancing regional planning and ecological networks in the south East Europe and Black Sea region 11
1Balancing regional planning and ecological
networks in the south- East Europe and Black Sea
region 11-12th October 2006, Strasbourg , France
- Introduction on Integrated coastal zone planning
and ecological networks, and relevance to
South-East Europe - By Drd. Claudia Coman
National Institute for Marine Research and
Development Grigore Antipa Constanta, Romania
2Why ICZM is need ?
- Intensive use of resources - over-fishing,
pollution, coastal erosion - Population pressure urbanization relative high
population growth in coastal areas and towns - Conflicts between competing uses
- Envisaged long term impacts of global Climate
Change Accelerated Sea Level Rise - Increase of
storminess
Therefore wise decisions and rational use of
coastal resources for conservation and
sustainable use of the coast is required on the
basis of a comprehensive approach to planning
and management
3What is Integrated Coastal Zone Management (ICZM)?
- an integrated or joined-up approach towards the
many different interests - harmonises the different policies and
decision-making structures - brings together coastal stakeholders, for
concerted action towards common goals - Integrates different activities to look at the
coast in a holistic way.
4Where ICZM is applied?
How far inland? The inland boundary - watershed
approach - permit a better control of the
pollutant coming into marine waters -
coastal localities - 10 Km How far
offshore? Offshore boundary -12 NM territorial
sea take into account - characteristic of
physical system offshore
especially continental shelf system
- relation
between national and local authorities and their
responsibilities
on the activities and resources

6ICZM at the EU level
EU Demonstration Programme
1996-1999 - 5 thematic studies 35 local and
regional projects -Highlight the problems that
affect the coastal zone -Identify the possible
measures to stop the deterioration of the coastal
zone integrity system
- EU Recommendation on ICZM (2002/413/EEC)
- Be environmentally sustainable, economically
equitable, socially responsible and culturally
sensitive - Maintain the integrity of the coast as a valuable
recourses while considering local traditional
activities and customs which did not present a
threat to either sensitive natural areas of the
maintenance status of the wild species of the
coastal fauna and flora
7The EU Recommendation on ICZM
- A Broad "Holistic" Approach
- A Long Term Perspective
- Adaptive Management
- Specific solution and flexible measures
- Working with Natural Processes
- Participatory Planning
- Support Involvement of all Relevant
Administrative Bodies - Use of a Combination of Instruments
8Dimensions of integration part of ICZM process
- Horizontal integration between sectors and
across borders - Vertical integration between levels of
government state/region/local - Spatial integration
- Science management integration
- International integration
9EU Recommendation on ICZM require
Undertake a national inventory of legislation,
institutions and actors involved in the planning
and management of the coastal zone Assessment of
the economic, social and ecological situation of
Coastal Zone to develop a national strategy to
promote ICZM by 2006
e.g ICZM concept was adopted by Romania since
2002 1.ICZM legal framework Law 280 /2003 2.
set up institutional framework 3.Outline ICZM
National Strategy - National policy for ICZM

11Integrated coastal zone planning
Main elements of planning in ICZM process
- Ecological , social and economic analysis ( for
a sound understanding - of terrestrial and marine ecosystems and
process) - Data collection
- Problem identification
- Specification of goals and objectives
- Policy development
- Decision making
- Planning system in the ICZM process ensure
- - better integration between the different
planning and decision making structure - at the coast and all activities undertaken by
competent bodies with relevant responsibilities - a practical approach to coastal management which
recognize the relationship - between different activities , the conflict
that may rise, the effect that activities on land
- may have on marine environment
12Integrated coastal zone planning
- Explore and identify ways to create
harmonization between activities in different
competent - bodies
-
- Update planning guidance on the management of
coastal processes, and to ensure a reflection of
- ICZM principle with the development of
regional spatial plan and local development - framework
- Ensure that future direction of planning
activity to address flood and coastal protection,
coastal - conservation take place in a way which
integrate effectively with other planning and - management mechanism
- Ensure that ICZM processes are used to the
benefit of River Basin Planning under the WFD - and Coastal and Marine Ecological networks
-
- Set up marine spatial planning to create
better integration in the planning of different - activities at the sea
- Ensure that any system of marine spatial
planning will integrate the existing mechanism
on - land
13Why is it relevant for conserving of biodiversity
?
Pressure
- - Rapid increases in the use of natural resources
- Growing urbanization
- uncontrolled touristic development other
put extreme pressures under species and habitats
Results
- Habitats and species destroyed or fragmented -
Cannot provide longer the required good and
services - Reducing in number and geographic range
Solution
- integrate the biodiversity issues into the
coastal zone management planning - to stop loss of biodiversity, human resource use
must become sustainable and integrated with
biodiversity conservation -
14Ecological networks
Ecological network concept reconciling
conflicting demands between protection
of habitat and species and economic
developments by integrating
biodiversity conservation with the
exploitation of natural resources. Why?
to ensure the continued functioning of
ecological processes or
the viability of species populations
within a wider landscape of semi-
natural and managed lands
Main elements of an Ecological Network
- Core areas
- Corridors
- Buffer zones
- Sustainable use areas
- The Pan-European Ecological Network (PEEN)
- implementation tools of the Pan-European
Biological and Landscape Diversity - Strategy (PEBLDS).
- to link the different European and national
protected areas and ecological network - ensuring the favorable conservation status of
Europes key ecosystems, habitats, - species and landscapes.
