Growth Management Plan
  • Response to initial Vision 2015 objective Build
    foundation for Military-Community Master Planning
    and joint commitments
  • Organization - 11-Subcommittee effort under Eglin
    Installation Growth Committee
  • Governed by 13-member Executive Committee
    chaired by Okaloosa Commissioner James Campbell
  • Purpose
  • Develop comprehensive regional Growth Management
    Plan that will respond to the planned growth at
    Eglin AFB associated with BRAC 2005
  • Designed to assist the Eglin communities while
    avoiding either inefficient or duplicative
    efforts when studying the impact of Eglins
    growth

Joint Land Use Study
  • Initiated in 85 to achieve greater application
    of AICUZ/RAICUZ recommendations
  • A cooperative land use planning effort between
    military installations and the surrounding
    communities
  • Promotes compatible community growth while
    supporting military training and operational
    missions

  • JLUS is a community study, not the base
  • DoD Office of Economic Adjustment (OEA) key
    resource provider
  • Currently funding 90 percent of Tri-County study
  • Provides additional technical assistance

  • Tetra Tech, Inc. selected manages effort from
    Destin office
  • Notice to proceed issued March 19, 2007
  • Based on current AICUZ (2006) data

  • Local community input drives change
  • Valparaiso Commissioner Billingsley leads effort
    to include new JSF noise data
  • Argued current data no help in preparing for a
    future with new weapon system
  • Economic impact study also desired
  • Numerous meetings between County, OEA, Valparaiso
    and Tetra Tech
  • Amendment to current JLUS grant approved by JLUS
    Policy Committee, submitted to OEA
  • OEA approved w/additional funding

JLUS Status
  • Interim Draft report issued July 7, 2008 for
    staff and public comment
  • JLUS Policy Committee voted at July 23, 2008
    meeting to extend study
  • Wanted to use EIS ROD as basis for analysis and
    recommendation generation
  • New completion NLT February 2009
  • Current effort approx. 95 complete (pending EIS
    ROD review/analysis)
