  • This presentation was prepared to provide
    physical education teachers with accurate, up to
    date information on the new opportunities now
    available for physical education.
  • This presentation, specifically designed for
    teachers is part of a series of presentations
    that has been prepared to inform all participants
    in our educational communities so that they can
    make informed decisions about funding, policy
    development, and implementing standards-based
    instruction.

These Are Epic Times for Physical Education in
California
  • The adoption of the Physical Education Model
    Content Standards for California Public Schools
    by the State Board of Education in January 2005
    has elevated physical education to a new status
    in our educational system. It is imperative that
    we maximize this opportunity to move toward a new
    vision.

New Tools Grow New Leaders
  • When people understand where we are going - -
    they can help us get there!
  • The standards provide school leaders, parents,
    and others with an opportunity to REALLY
    understand what physical education is about, and
    make good decisions about how they support it.

    environment of expectation for physical education
    instruction.
  • Standards provide for focused, careful planning
    for the use of resources (time, facilities,
    equipment, etc.)

  • We have greater accountability and visibility for
    our work.
  • We have new systems and practices to implement
  • The outcomes of our work will be more visible
    than ever!

Physical Education Framework
  • A committee of teachers and administrators is
    currently in the process of writing a new
    physical education framework that is based on the
    content standards. The first draft will be
    available for review later this year.
  • Because we have only had a framework (and not
    standards) in the past it is important to take a
    closer look at the relationship between the
    standards and frameworks.

Physical Education Framework
  • The Content Standards communicate what students
    should know and be able to do at each grade level
    in physical education. The standards are not a
    list of things to teach, but rather, a list of
    things that each student is expected to learn.
  • The Framework communicates the how to implement
    the standards and provides a guide for developing
    high quality physical education instructional
    programs.

  • When the first draft of the framework becomes
    available later this year, there will be a period
    of time when professionals and the public can
    provide feedback to the process. It will be
    important that each physical educator gets
    involved in this process.

  • Demands that WE provide professional support for
    a cultural change around our work its not
    business as usual!

  • All of US working together are stronger than some
    of us working alone or in opposition.
  • We have been asking school administrators to
    support the challenge before us with the
    suggestion that its time to begin anew and that
    means throwing out the bath water, the baby, and
    the bubbles!

The Money To Get Us Started
  • There are two new funding sources in the
    2006-07 California Budget related to Physical
    Education.

The Physical Education Teacher Incentive Grant
Program
Art, Music, and Physical Education Block Grant

Physical Education Teacher Incentive Grant Program
  • 40 million which is designated for the hiring of
    additional physical education teachers.
    Approximately 1,100 teachers will be hired with
    these funds.
  • These are on-going funds they will be
  • in the state budget on an on-going basis
  • and are a top priority of the Governor.

Physical Education Teacher Incentive Grant Program
  • This is a grant program that will provide
  • 35,000 to each school that is awarded a
  • grant.
  • Districts will apply for these grants on
  • behalf of their schools, and an application
  • will be required. It is estimated that the
    application will become available in late
  • March 2007.

Physical Education Teacher Incentive Grant Program
  • Teachers who are hired with these funds must hold
    physical education single subject teaching
    credentials and will provide physical education
    instruction for students in any of grades K-8.

Physical Education Teacher Incentive Grant Program
  • If more than 1,100 applications are submitted,
    then schools will be selected to receive the
    funds via a random selection process.
  • The random selection process will include three
    variables
  • Type of school (Elementary, middle, etc.)
  • Size of school (based on school enrollment)
  • Geographic location of the school

  • One physical education teacher can provide all of
    the required (200 every 10 school days) physical
    education instructional minutes for 15 classes of
    elementary students.

  • This funding will be released to school districts
    in April 2007. It is designated for distribution
    to districts one time only.
  • The total amount of funding for all California
    schools is 500 Million Dollars.

  • School districts must expend a minimum of
    2,500.00 per school site. They may purchase
    district wide programs with these funds and share
    those with the schools, thus fulfilling their
    requirements.
  • There is no deadline by which these funds must be
    spent however, state funds are typically
    available for three years.

  • Student to equipment ratio is no more than 21
    for best results.
  • Think investment most physical education
    equipment has a short life span.
  • Must be portable to be considered equipment and
    supplies.

  • Common misunderstanding of the allowed
    expenditures include
  • Facilities or facilities upgrades
  • Non instructional programs (after school, etc)
  • Hiring staff
  • Permanent equipment (storage sheds, etc.)
  • These are NOT allowed expenditures!
  • Even if they are for physical education and arts

  • 105 million in on-going funds (the district
    will receive this money each year)
  • For equipment, supplies, hiring staff and
    professional development. This money has already
    been sent out to districts.

  • Discretionary Block Grant
  • Over 500 million
  • Schools districts may use these funds as they
    choose. Physical education projects could be
    included if the local decision considered and
    accepted that.

  • Create a collaborative environment and join
    forces your on site colleagues (visual and
    performing arts and physical education), district
    and regional professionals.

  • Write a clear plan that articulates your specific
    professional needs and vision.
  • Share the plan
  • Schedule times and dates to present your needs
    and vision to site teachers, administrator,
    district office, school board, and parents.

    on the plan.

    at your destination.
  • Allow the full five years, you will need it!
  • Remember equipment and supplies do not last
    long, a well trained teacher is the most
    effective way to address the learning of students.

    the strategic players.

    will be far more effective if all the physical

  • Most definitely, but it is up to you. We have
    this incredible window of opportunity, thats
    just waiting for you to take full advantage of.
  • What if my site administrator suggests painting a
    new school spirit logo on the gym walls?
  • It is stated clearly in the language of the
    one-time funds 1) professional development 2)
    equipment 3) supplies equipment and supplies
    must be portable and not attached

    instructional programs, not extra curricular
    activities.

    Careful consideration of what is
    standards-based is important. Keep the focus
    as a K-12 perspective on all levels guided by
    physical education professionals.

  • There is no timeline for the expenditure of the
    one time funds, though timing is critical. You
    need to be involved in this process from the
