AIAA Strategic Planning Process
ADCA and AIAA are best positioned to advocate
Public Policies affecting Aerospace Engineering
Education. A natural role and responsibility for
ADCA and AIAA.

Article I, ADCA By-laws
  • Section 2. The purpose of the ADCA is to promote
    educational activities associated with Aerospace
    Engineering and related disciplines. The ADCA
    will support and promote the activities of the
    AIAA, particularly those associated with
    engineering education.

Article VI
  • Section 2. In order to further the common goals
    of AIAA and ADCA in strengthening, supporting and
    providing educational and professional services
    to its constituents, the AIAA and ADCA agree to
    the following
  • AIAA will provide meeting space at its meetings
    (as requested by ADCA) for the annual meeting of
    the ADCA membership.
  • AIAA will, through the AIAA VP, Education,
    establish a formal liaison with ADCA to benefit
    the work of the AIAA Academic Affairs and Student
    Activities Committees
  • AIAA will provide staff support for the ADCA
    annual meeting at the AIAA venue and
  • AIAA will provide staff support for ADCA in
    collecting data related to the student
    enrollments and other student and AIAA elated
    activities at ADCA represented universities
  • ADCA will support the activities of the AIAA
    through encouragement and support of
  • AIAA student chapters at the member institutions
  • AIAA design competitions sponsored by the AIAA
    Student Activities Committee and the AIAA
    Technical Committees
  • AIAA programs (e.g. year 2003 initiatives, honors
    and awards, annual and technical meetings, etc.)
    and,
  • AIAA regional student competitions and other
    student centered activities of the AIAA.

Example Aerospace Engineering Education Public
Policy (AEEPP) Issue
  • How best to handle the current lack of funding
    for graduate aerospace engineering education?
  • ? Some current proposals submitted to and by the
    government are incomplete provide student
    support without funding for labs and faculty.
  • ? Such ideas to cut costs fail to recognize that
    the faculty provide the vision and continuity
    over a number of years in order to make real
    advances and that they need continuity in
    funding.
  • ? Without lab and faculty funding, the lab space
    will be lost and the faculty will work in areas
    where they can get summer salaries!

Some Possible ADCA Responses
  • ADCA Subcommittee on Public Policy
  • Keep aware of AEEPP issues with aid of AIAA
    Public Policy staff.
  • Develop content and promote individual letters
    by ADCA members to government representatives
    and policy makers.
  • ADCA members participate in AIAA
    Congressional Visits Day (CVD).
  • Develop Public Policy Papers that address
    short and long term AEEPP issues.

Approvals Process
ADCA can produce such a document independent of
AIAAAIAA approval thrIough the AIAA Public
Policy (PP) Committee Directors,giving full
strong suport of AIAA
  • ADCA can produce such a document independently
    from AIAA OR
  • AIAA approval by working through the
    AIAA Educational Activities Committee and
    Public Policy Committee (PPC) and then the AIAA
    Board of Directors, giving full AIAA support.
  • Current efforts within AIAA to have less time
    consuming approval process and more timely
    papers. Timeliness is as important as content!

credible advice to policy makers? --OPINIONS OF
PERHAPS LESS QUALIFIED PERSONS OR GROUPS ARE
ACCEPTED WITHOUT DEBATE!!
