Background
  • LETSI started in June, 2007.Two major
    motivations
  • De facto adoption of SCORM as a world standard
  • Need for coordination and collaboration to
    achieve goals
  • LETSI General Principles
  • Organizations with a material interest in LET
    must collaborate and coordinate their efforts.
  • Technology-enabled LET must be accessible to all
    people of all nations.
  • Broadly applicable LET technical reference models
    should be based on accredited standards.
  • LETSI will address the needs of diverse
    communities of practice across all segments of
    the LET world compulsory education, higher
    education, corporate and government training,
    professional continuing education, certification
    training, etc.

  • LETSI Organizational Principles
  • The LETSI process must be transparent, democratic
    and sustainable.
  • LETSI will maintain stewardship of SCORM.
  • LETSI will not, itself, develop specifications or
    standards. LETSI will develop broadly applicable
    reference models that address the needs of the
    diverse LET community.
  • LETSI will not, itself, develop reference models
    that address the requirements of particular
    geographies, market segments, or LET communities
    of practice.
  • LETSI will operate in a cost effective and
    efficient manner in conducting its business,
    establishing a lean organization focused on
    marshalling the efforts of outside resources
    towards meeting LETSIs goals.

  • LET organizations should follow a patent policy
    that requires full disclosure of IP claims and an
    agreement to royalty-free terms as a first choice
    and Reasonable and Non-discriminatory (RAND)
    terms as an acceptable second choice.

    specifications that
  • Are unencumbered by royalty-bearing patents.
  • Allow worldwide, royalty-free distribution.
  • Are developed by internationally accredited
    standards development organizations or on a path
    to be submitted to an internationally accredited
    standards development organization.
