Overlap Period
The Overlap Period indicates that there is no
set date by which the objectives of each
transition should be met other than within a
time band of perhaps 2-3 years. It also
recognizes that some States or Regions may not
have a specific performance requirement that
would need the application of changes identified
in the transition maps at the same time as
another State or Region.

    information in support of ATM operations

    all ATM community members

    information between parties in a flexible,
    adaptable and scalable environment

  • The ATM system shall
  • Implement system wide information management
    (SWIM)
  • Provide a global, common aviation data standard
    and reference system
  • Establish information exchange protocols and
    procedures
  • Be capable of collecting and integrating
    information from diverse sources to produce a
    complete view of the system
  • Utilize relevant operational information from
    airspace users to optimize flight operations
    management

Traditional AIS in need for change
  • The traditional aeronautical information services
    will clearly need to be substantially transformed
    in order to enable the vision for information
    management as outlined in the global ATM
    operational concept
  • On a regional basis, this is expected to be
    achieved through the Global Air Navigation Plan
  • Two Global Plan Initiatives (GPIs) target
    information management

GPI 18 Aeronautical Information
  • Scope To make available in real-time, quality
    assured electronic information (aeronautical,
    terrain and obstacle)
  • Traditional role of AIS will change into
    information management service, with amended
    duties and responsibilities
  • To improve safety and efficiency, and ensure that
    the entire ATM community shares the same
    information, the real-time availability of
    quality assured electronic information is
    essential

GPI 19 Meteorological Systems
  • Objective To improve the availability of
    meteorological information in support of a
    seamless global ATM system
  • Increased use of data-link to exchange MET
    information
  • Downlink will provide accurate upper wind
    information and will enable more precise
    forecasts on hazardous weather
  • Uplink will provide MET information to aircraft
    on approach and departure
  • Will assist ATM in its tactical decision making

Is That Enough?
  • The future development of AIS to must be driven
    by the OPS Concept, and managed as part of the
    Global Plan
  • Integration of future AIS work into the Global
    Plan ensures that AIS will be managed as a part
    of the whole.
  • Regions around the world will be working on the
    same plan.
  • There is nothing that any of us could invent that
    could serve the world better than a single plan.
