The idea of a cultural offer has been growing
in momentum

built on a range of local and national

  • A comprehensive cultural offer.will ensure that
    all children and young people, no matter where
    they live or what their background, have the
    chance to engage in at least five hours of high
    quality culture a week in and out of school.
  • learning in and about culture helping young
    people develop as critical spectators,
    participants and creators in the cultural world
    around them
  • learning through culture using engagement with
    the arts and other activities to boost
    creativity, attainment and personal development

There are many motives for creating a cultural
offer of a minimum of five hours a week
  • to bring coherence to existing initiatives
  • to engage more people aged 0-19 in more high
    quality cultural experiences
  • to provide opportunities for young people to
    engage with creative practitioners
  • to develop transferable creative and personal
    skills, and a lifelong interest in culture
  • to support all five Every Child Matters outcomes
  • to identify and develop talent
  • to support pathways into the creative industries
  • to prevent cultural apartheid

    London cultural agencies of the London CYP

The Pathfinders

The Government has given 25 Million over the
next three years to discover whether a national
cultural offer is realistic, desirable and
affordable
  • Ten Pilot programmes, running for up to three
    years
  • Aim to bring additional energy, expertise and
    resources to existing activities
  • Programme areas are smaller and larger than a
    single Local Authority
  • The pilot programmes are underpinned by formative
    evaluation

  • 141 expressions of interest, 37 in the London
    region
  • Many more than 10 high quality bids
  • National programme of support for auditing,
    evaluation and work with SSAT and national
    organisations
  • Regional programme of support run by the
    Regional Contact Group for LAs Cultural and CYP
    Services and cultural organisations
  • Link to Cultural Services Improvement Programme

London Beyond the Pathfinders programme
  • Universal offer to improve efficiency and share
    best practice
  • Events, training days, best practice networks and
    mentoring/action learning opportunities including
    placements
  • Toolkit and training for culture, childrens
    services and cultural institutions on joined up
    working and quality
  • Strategic working between cultural agencies and
    alignment to other programmes, audit and data
    gathering
