HANDBOOK REVISION
  • Revision process was authorized in June 2006 and
    the Handbook Revision Task Force began meeting
    in the fall of 2006. The Bylaw portion was
    completed in the fall of 2008 and adopted by the
    2009 FHSAA Representative Assembly this past
    January. The Policies portion was begun in the
    winter of 2009 and adopted by the Board of
    Directors this past April and June.

Bylaws
  • Reduced 14 bylaws to 10 bylaws by removing
    redundancy and outdated language
  • All bylaw or policy references in the bylaws were
    changed to match the new bylaws and policies
  • The new bylaws were divided as Constitutional
    (Bylaws 1 5) and Operational (Bylaws 6 10)
  • Added and will continue to add, as necessary,
    general terms
  • Re-formatted all bylaw numbering and add section
    and sub-section titles to help identify bylaw
    information

  • Substantive changes
  • Old Bylaw 5 concerning Elections and Vacancies
    was removed and incorporated in Bylaw 4
  • Old Bylaw 6 concerning Budget and Audit was
    removed and now is handled elsewhere and in
    policy
  • Old Bylaws 7, 8 and 9 were re-numbered as Bylaws
    6, 7 and 8
  • Old Bylaw 10 concerning Coaches was removed
    school and/or school district issue

  • Old Bylaw 11 on Eligibility is now Bylaw 9
  • Dual Enrollment, Early Admission, Alternative and
    Special schools was taken from policy and added
    to bylaw eliminates certain hoops that needed
    to be jumped through
  • MAJOR CHANGE there is no longer a waiver
    process (EL6 form no longer exists) for students
    transferring schools after the beginning the
    school year 4 exceptions, otherwise must
    hardship

  • Old Bylaws 12 and 13 were combined in Bylaw 10
    and the Infraction Appeals Committee was taken
    from policy and added to Bylaw 10 (due process
    bylaw)
  • Old Bylaw 14 became Bylaw 5 (amendments)

Policies
  • Reduced 45 policies to 41 policies by removing
    redundancy and outdated language
  • Re-formatted all policies numbers to match the
    bylaws and add section and subsection titles to
    help identify policy information
  • All bylaw or policy references in the policies
    were changed to match the new bylaws and policies

  • Substantive changes
  • Old Policies 3, 17, 20, 39 and 44 were removed
    and a new Policy 5 defining athletic
    participation was added with numerous policies
    changing numbers
  • Policy 7 defines multi-team events and
    tournaments
  • Policy 9 addresses changes in administrative fees
    for tournaments, financial reporting and revenue
    sharing for all sports

  • Policy 11 addresses an official entry lists for
    competitive cheerleading, football and lacrosse
  • Policy 12 changes the classification term from 4
    years to 2 years
  • Policy 16 clarifies that there is no rounding off
    when computing a GPA and moves Dual Enrollment,
    Early Admission, Alternative and Special schools
    to the bylaws

  • Policy 17 (formerly Policy 18) clarifies the
    registering procedures for Foreign Exchange and
    International Students which eliminates the
    requirement of proof of health insurance by a
    U.S. provider but requires the submission of EL3
    form which address insurance requirements,
    clarifies that transcripts from 8th grade on are
    required (original language and translated) and
    clarifies the procedure for registering returning
    International Student

  • Policy 19 (formerly Policy 21) clarifies the
    make-up of the various advisory committees by
    identifying the composition, election or
    selection of members, term, meetings, chairperson
    and quorum for each of the committees, where
    applicable
  • Policy 30 (formerly Policy 32) addresses
    unsportsmanlike conduct and MAJOR CHANGES
  • Defines multiple suspension levels and penalties
    for athletes and coaches

  • Level 1 suspension is the old unsportsmanlike
    act that results in an ejection of an athlete or
    coach with a MAJOR CHANGE 2 game suspension
    only (1 for football) at the same level of
    participation including any other sport at any
    level of participation and no longer stipulates 7
    calendar days
  • Policy 34 (formerly Policy 36) clarifies the
    videotaping policy by defining who are
    representatives of a school (same those defined
    in the recruiting policy)

  • Policy 41 (formerly Policy 45) clarifies the fine
    schedule based on new language in bylaws or
    policies as well as addresses some additional
    fines

How are Bylaws Changed?
  • Bylaws are changed through amendments (Bylaw 5)
    proposed by the Executive Director, the Board of
    Directors, school FHSAA Representatives or FHSAA
    Advisory Committees using a GA5 Form
  • Proposals are then presented to the FHSAA
    Representative Assembly each January for possible
    adoption

How are Policies Changed?
  • Policies are changed through recommendations to
    the Executive Director by the Board of Directors,
    school FHSAA Representatives or FHSAA Advisory
    Committees
  • Proposals are then presented to the Board of
    Directors for possible adoption during each of
    their Board of Director meetings (currently 5
    scheduled meetings)
