Free State Province, in the context of the
constitution, Water Affairs mandate in terms of
the Water Services Act and the National Water
Act,LG5YSA, WSA / WSP functional areas,
government imperatives / mandates / priorities
and any other water related intervention or
crises issues.

31PRIORITY MUNICIPALITIES OF OPERATION HLASELA
- At the heart of Operation Hlasela is accelerated
service delivery based on locality. The following
has been identified as priority municipalities
based on their growth potential and needs - Matjhabeng,
- Metsimaholo,
- Moqhaka,
- Setsoto,
- Maluti a Phofung,
- Ngwathe with specific emphasis on the towns of
Sasolburg, Parys, Heilbron, Welkom, Harrismith,
Ficksburg and Ladybrand. - Thaba Nchu, Botshabelo and Qwaqwa will also be
prioritiesed .

- The Department of Water Affairs will focus on the
following broad areas, as a way forward - Increased collaboration with the provincial
government Water Sector Forum, AgriForum,
Operation Hlasela, SPCD and EID clusters
participation, LG5YSA. - Strengthen the collaboration with the Water
Boards through the Salga, Water boards and
Department (SWD) Forum meetings - Strengthen the collaboration with Water User
Associations through the Water User Association
Forum meetings - Increased regulation of the water sector (support
will be regulatory driven).
