Inmates have developed numerous ingenious codes
and methods to covertly communicate between
themselves and their crime partners on the
street. This presentation will demonstrate and
decipher some of the more common methods inmates
are using to covertly communicate.

Covert Communications
There are two types of covert inmate
communications, Steganographic or Encrypted. A
steganographic communication involves the writing
of hidden messages in such a way that no one
apart from the intended recipient knows of the
existence of the message this is in contrast to
encrypted (cryptography) communications where the
existence of the message itself is not disguised,
but the meaning is obscured. The word
"Steganography" is of Greek origin and means
"covered, or hidden writing". Its ancient origins
can be traced back to 440 BC where the Greek
writer Herodotus wrote of the use of a wooden
tablet inscribed with a secret message that was
coated with a layer of wax which gave word of a
approaching attack. A second ancient example is
from the Greek Commander Histaeus who shaved the
head of his most trusted slave and tattooed a
message on his head. After his hair had grown the
message was hidden. The purpose was to instigate
a revolt against the Persians. Generally, a
steganographic message will appear to be
something else a picture, an article, a shopping
list, or some other message. Classically, it may
be hidden by using invisible ink between the
visible lines of innocuous documents, or even
written onto clothing. In World War II, a message
was once written in morse code along two-colored
knitting yarn. Another method is invisible ink
underlining, or simply pin pricking of individual
letters in a newspaper article, thus forming a
message. It may even be a few words written under
a postage stamp, the stamp then being the
covertext. The advantage of steganographic
messages over encrypted messages is that the
message does not attract attention to itself or
to the screener. In the case of covert inmate
communications, messages are often both hidden
and encrypted.

Example of how code deciphering helped crack a
case
  • Denver Post, Sunday, January 09, 2005
    -Denver Police Detective Aaron Lopez went
    undercover for over 18 months as he successfully
    infiltrated a Colorado Prison Gang called 211
    Crew by deciphering coded messages between the
    gang and members on the outside. The undercover
    work by Lopez and others was extremely important
    in bringing down the gang, authorities said. Last
    week, top leaders and associates of the 211 Crew
    organization were indicted for racketeering, gun
    running and narcotic sales by using violence
    inside and outside of prison to collect debts,
    rectify imagined slights and to go after former
    members who had deserted the organization. The
    group is a prison-based gang of white
    supremacists with an estimated 300 members. In
    all, 24 were indicted. Lopez posed as a gang
    member to stop one of the many hits directed by
    gang members in prison to their compatriots on
    the outside.
  • Codes were the key.What gave Lopez and others
    key insight into the gang was their ability to
    decipher coded phone calls and letters between
    gang members. By doing so, Lopez was able to
    communicate with them and insinuate himself into
    the gang. He'd say he was getting paroled from a
    prison in Buena Vista soon, and when he got out,
    he'd be available for any retaliation or drug
    sales the gang needed.Thousands of documents
    were examined, including communication records,
    phone calls and letters, and put into a logical
    sequence and pattern, allowing investigators to
    decode the hidden messages. Lopez said that the
    codes were intricate."We deciphered one where
    it looked like a normal letter but within it
    you'd take the first word, the second word,
    something like that, and within that, there
    magically would be a sentence," Lopez said. In
    some letters, only every third word had
    significance and compiling them would form a
    message. Other letters had numbers with special
    symbolism.

Covert Communications
Covert communications have been used through out
history to disguise secret communications. During
the American Revolution, British and American
spies used secret codes and ciphers in their
letters which used various symbols or numbers in
the place of real words.  In order to decode a
cipher, the recipient of the letter must have a
key to know what the coded letters, symbols, or
words really mean.  In the letter to the right,
Benedict Arnold used a cipher to deliver his
messages secretly to the British.  The cipher's
key was a standard published book called
Blackstone's Commentaries on the Laws of
England.  When Arnold composed his letters, he
first found the word he wanted to write in the
key.  Instead of writing the word directly in the
letter, he wrote down the page number, the line
number, and the number of the word counting over
from the left. The key was to know which book was
being used for the cipher.   Other British and
American spies used different types of ciphers
and codes to communicate secretly. Some spies
made up their own pocket dictionary to encode
their messages.  Each word had a corresponding
number.  Others spies assigned each letter in the
alphabet a corresponding number.  Some spies even
transposed letters in the alphabet.  Finally,
other spies changed the names of major places, so
that if the letters were captured, the other side
would not know the places to which the letters
really referred.

Covert Communications Mask Technique


Another original covert code was used during the
American Revolution that has not reappeared is a
secret code called the Mask Technique. Letters
were wrote that were meant to be read through a
mask or grille. Composition demanded care because
the letter must make sense both with or without
the mask. In this example, the real message was
written first, in this case in the shape of an
hourglass figure. Additions were added to the
beginning and end of the lines in order to
manipulate the content. Advantages of the method
include the ability to send the letter by one
route and the mask by another, and an opportunity
to convey false information if intercepted. Masks
were also used in conjunction with printed
material. This was accomplished by strategically
cutting small windows out of blank pieces of
paper that could be placed over selected text in
order to convey secret messages. Another example
of covert communications during the American
Revolution involved the use of micro writing that
was hidden on the person.

Inmate Cell Phones
The new and upcoming trend in the world of covert
inmate communications is the use of cell phones
by inmates in custody to order hits, deal drugs
and commit other crimes. Cell phones are a hot
commodity in prison contraband, with inmates
paying as much as 700 for a phone. For example,
in 2005, over 20 cell phones were seized at New
Folsom State Prison in California alone. An
internal investigation is ongoing, but it appears
a cook assigned to the prison was selling the
phones to any inmate who could pay.
In February 2006, four jail guards at the
Federal Detention Center in downtown Los Angeles
were accused of accepting bribes of nearly
20,000 to take cell phones to inmates. The U.S.
attorney's office alleged in court papers that
three of the guards delivered cell phones to two
inmates, including a convicted bank robber and a
convicted drug trafficker. But the inmates, who
were cooperating with federal officials in
exchange for more lenient sentences, surrendered
the phones to authorities. The arrests capped a
nearly yearlong sting operation that began when
federal officials received tips from inmates who
said guards were providing certain prisoners with
banned items such as phones and cigarettes. All
phone calls in the California Department of
Corrections are subject to being monitored. As
such, getting hold of a cell phone is a big
incentive for a inmate. Inmates are not just
dialing out. They're also talking to each other
-- sending text messages, calling other inmates
and taking pictures. Additionally, the phones
could be used to plan a possible escape attempt.
To combat the problem, prison officials are
looking to arm themselves with new equipment
allowing them to jam cell phone signals from
within there facilities. Prison officials in
California also plan to ask lawmakers to allow
for stricter regulations. Currently, inmates in
California who get caught with a cell phone may
lose some privileges and good time credits, but
in other states, such as Colorado, it is now a
felony to get caught with a cell phone in prison.

Steganography in Digital Media
Although rarely used by inmates, you should be
aware of the increase use of hidden messages
embedded in digital media. This is usually
referred to as digital media steganography. The
steganographic coding is usually found inside of
the transport layer of such digital media files
like a JPEG Picture or MP3 Music file.
Steganographic messages are often first encrypted
by some traditional means, and then a covertext
is modified in some way to contain the encrypted
message, resulting in stegotext. For example, the
letter size, spacing, typeface, or other
characteristics of a covertext can be manipulated
to carry the hidden message only the recipient
(who must know the technique used) can recover
the message and then decrypt it. The freeware
steganographic program called TrueCrypt will
create a encrypted ciphertext within common media
files. A concealed ciphertexted message within
image or sound files can be detected through
statistical analysis of such data to detect
patterns that are unusual or unexpected in
digitized images or sounds. The program
Outguess available for the PC is such a
program.

Leaders of the rival Nuestra Familia and Mexican
Mafia, the two largest prison gangs in
California, have become specially adroit at
circumventing state restrictions on the flow of
mail and legal documents in and out of
maximum-security Pelican Bay State Prison.
Because inmates are banned from corresponding
directly with each other, the Latino gangs use a
sophisticated three-way mailing address system
with the help of supporters on the outside. A
gang leader housed in solitary confinement at
Pelican Bay can send coded messages to an outside
mail box address set up by a gang follower, who
then re-directs the message to a second inmate
housed in a separate unit at Pelican Bay, or
another state prison. One such exchange of
information via a Sonoma County mailbox
foreshadowed a deadly prison riot on Feb. 21,
2000, at Pelican Bay. By deciphering messages in
this underground communications network,
investigators learned of numerous other coded
letters that led to the arrest of prison gang
associates operating on the outside. Enough
evidence was intercepted from the Nuestra
Familia's underground communications system to
support federal racketeering charges aimed at
toppling the current leadership and disrupting
the gang's outside criminal activities.
Investigators tracked numerous messages,
including copies of a confirmation to imprisoned
leaders of the 1997 gang-directed murder of
former gang captain Michael "Mikeo" Castillo in
Salinas. That investigation uncovered computer
files and records of Nuestra Familia leaderships
and Aztec code names. "We catch a lot of stuff
like that. But frankly there's no way we can get
to all of it, and the gang leaders know that,"
said Sgt. Mark Piland, one of three prison
investigators assigned to monitor the
communications of gang members.

Invisible Inks
Invisible ink is a substance used for writing
invisible covert messages, which is either
invisible on application, or soon thereafter, and
which later on can be made visible by some means.
The use of invisible ink is a form of
steganography. Invisible ink is applied to a
writing surface with a dried out fountain pen or
toothpick dipped in the liquid. Once dry, the
paper should appear blank and invisible to the
naked eye. The ink is later developed (made
visible) by different methods according to the
type of invisible ink used. This can be by heat,
by viewing under ultraviolent light, or by
applying a chemical appropriate for the ink used.
Invisible inks which depend on a chemical
reaction, generally depend on an acid-based
reaction (like litmus paper) similar to the
blueprint process. Developer fluids may be
applied using a spray bottle, but some developers
are in the form of vapours, e.g. ammonia fumes
for developing phenolphthalein ink. A cover
message may be written over the invisible
message, since a blank sheet of paper might
arouse suspicion. This is best done with a
ballpoint pen, since fountain pen writing may
'run' when it crosses a line of invisible ink,
thus giving a clue that invisible ink is present.
Similarly, covert messages written in invisible
ink are normally not written on on ruled paper,
since it may alter or streak the colour of the
lines. One can obtain toy invisible ink pens
which have two tips - one tip for invisible ink
writing, and another tip for developing the ink.
Also, invisible ink is sometimes used to print
parts of pictures or text in books for children
to play with, particularly while they are
traveling. A decoder pen" is included with these
books and children may rub this pen over
invisible parts of texts or pictures, thus
revealing answers to questions printed in regular
ink or completing missing parts of pictures.

Invisible Ink Types
Inks developed by heat The items listed below
are organic substances that oxidize when heated,
which usually turns them brown. For this type of
'heat fixed' ink, any acidic fluid will work. As
a rule of thumb, the most secure way to use any
particular ink is by diluting it - usually with
water - near to the point when it begins to get
difficult to develop. Milk - Lemon, apple or
orange juice - Onion juice - Sugar solution
-Diluted honey - Diluted cola drink - Vinegar or
wine - Saliva, urine, semen or blood serum. -
Soap water The writing is made visible by
heating the paper, either on a radiator or by
ironing it. Placing the item in a microwave or
oven is not recommended. A 100 watt light bulb is
less likely to damage the paper. Inks developed
by chemical reaction In most cases, one
substance changes color when mixed with an acid
or base. Phenolphthalein is developed by ammonia
fumes or sodium carbonate. Phenolphthalein is a
pH indicator that turns pink in the presence of a
base such as ammonia. Vinegar is revealed by red
cabbage water. Vinegar contains acetic acid that
affects the pH indicator in red cabbage water.
Some of the more common solutions and there
reactive base counterpart are as follows Ammonia
is developed by red cabbage water. Starch and/or
Lemon Juice is developed by a iodine solution
(ink turns dark blue, paper turns light blue).
Table salt is developed by silver nitrate.

Invisible Ink Types
Inks visible under ultraviolet light Some inks
glow faintly (fluoresce) when under an
ultraviolet lamp. This is a property of many
substances, including many of the invisible inks
above. Other inks work in a near opposite way by
absorbing ultraviolet light. When they are used
on fluorescent paper, the written-on areas
fluoresce less than the surrounding paper area
when under an ultraviolet lamp. This is
especially a property of inks with a yellow tint.
Security marker pens with fluorescent ink may
also be used to invisibly mark valuable household
items in case of burglary. The owner of a
recovered, stolen item which has been marked in
this way can be traced simply by using an
ultraviolet lamp.
Here you can see invisible ink fluoresce under a
ultra violet light.
Inks which disturb the surface of paper This
includes virtually all invisible inks, but pure
distilled water can also be used in this way.
Application of any fluid will disturb the paper
surface fibres or sizing. Fumes created from
heating iodine crystals will develop the writing,
which will appear brown because the iodine sticks
preferentially to the disturbed areas of the
paper. Exposing the paper to strong sunlight will
return the writing to its invisible state, as
will using a bleach solution. Slightly dampening
paper with a sponge or by steam and then drying
it before writing a message, will prevent writing
from being developed by this method. But
overdoing dampening will result in telltale paper
cockling.

Invisible Ink
Interception of suspected messages With a little
practice, most law enforcement officers can learn
to identify covert messages written with
invisible inks. Telltale signs of invisible ink,
such as pen scratches from a sharp pen, roughness
or changed reflectivity of the paper (either more
dull or more shiny, usually from using undiluted
ink) can be obvious to a careful observer who
simply makes use of strong light, a magnifying
glass and his nose! Also, key words in the
visible letter, such as 'red cabbage' or 'heat',
in an odd context may alert a officer to the use
of invisible ink.
Most invisible inks will not work on glossy or
very smooth paper types, since the material used
to make these papers prevents ink from being
absorbed deep into the paper and it is becomes
easily visible, especially when the paper is
examined under glancing light. If you suspect a
item has a invisible ink message, you should use
an ultraviolet light to initially screened for
the presence of invisible ink and also read
without first permanently developing the
invisible ink. Thus, if a officer uses this
method to intercept messages, he may then let the
letter be sent to the intended recipient who will
be unaware that the secret message has already
been intercepted by a third party. Law
enforcement screeners could develop a "screening
station" that could theoretically involve visual
and olfactory inspection, an examination under
ultraviolet light and then the heating before
finally trying exposure by the use of iodine
fumes. Additionally, some invisible inks will
even show up using a digital still or video
camera whos viewing screen is sensitive to
infrared light.

How to contact your Homie within your own
detention facility. Normally, correspondence is
not allowed between inmates within the same or
different correctional facilities. Some inmates
get around this by addressing the letter they
want to send to a fellow prisoner by mailing it
with a fictitious TO address. In this case,
Johnny Low, who allegedly lives on N.Low
Street. He then writes the name and CDC of the
person he is actually writing to in the top left
corner of the From Senders Address. Because
there is no N.Low Street, the letter will be
returned, or in this case forwarded to his
homie which he intended all along. This is your
U.S. Mail system at work.

2. Deep in the middle of the letter, Albert
instructs Cyndi to write his homie Jamie who is
in a nearby housing area in Pelican Bay. He
directs her to include certain passages in his
letter to Jamie that have some type of special
meaning for Jamie.
Ok now, do you remember that add. (Jamies
Address at Pelican Bay) I sent you awhile back to
my friend Jamie. Well I need you to send this
letter to him, but you must rewrite it and put
our P.O. Box as the address of its going to have
your return address ok. So dont trip, just
handle it

are not suppose to read their legal material
and are taking advantage of the situation.

didn't even come from a real attorney, it comes
from another inmate at his facility who used a
mail drop to communicate by forging this legal
letter thru a third person on the outside. All
you need is a rubber stamp and create your own
stationary. Note that the first few sentences of
the letter start off official, but after that
its fair game.

This code is more commonly referred to as the Tic
Tac Toe Code. It is also referred to as the Plus
and Minus Code. J through R would be the
plus section, S through Z the minus section.

TIC TAC TOE "DOT" CODE
This is a modified version of the Tic Tac Toe
Code. Instead of Plus or Minus it uses a dot
to signify which letter to use. Notice that not
all the letters of the alphabet fall within the
tic tac toe outline. For example the letter K
would be represented by a symbol similar to a
capital V. The key to the Tic Tac Toe Dot
Code is as follows

TIC TAC TOE "Border Brother" CODE
This is a modified version of the Tic Tac Toe
Dot Code. It has been frequently used by
illegal aliens in Federal lock-ups so it is also
carries the slang name called the Border
Brother Code. It is basically the dot code,
however the letters of the alphabet have been
alternately placed on each tic tac toe grid.

TIC TAC TOE CODE
This kite was discovered during a cell search
of a Mexikanemi (Texas Mexican Mafia) Inmate in
Texas. The code was later deciphered using the
Tic Tac Toe Code. It turned out to be a
modified version of the Plus or Minus code in
that the 1-2-3 referred to use the first, second,
or third tic tac toe pattern containing the
letters of the alphabet. It was first translated
out into Spanish and then to English. The message
talked about Aztlan, how to make money, and rules
for the cell living space.

PIG PEN CODE
This code is similar to the tic tac toe dot
code except it depends on precisely where the dot
is placed.

Keyword Column Code
To use this code, the inmates know the key word
ahead of time. In this example, the keyword is
jackass. Notice the word jackass is used to
fill column Z. Now notice that the alphabet is
filled in alphabetically around the J in column
one. That is, K the next letter in the alphabet
goes to the beginning of the column and
L-M-N-O-P fill in to the right of it. Now
notice the A from the key word jackass in
column two is the key letter in column two that
will determine how the alphabet fills in the rest
of column two. This pattern continues until you
have completed your code decipher key. In this
example a covert message that reads 5J 3F 7S 5K
3G 1E 4T means KILL JOE.

In January 2006, Inmates in the Los Angeles
County Jail were observed hand signing to one
another. It was determined the hand signing was
not part of the American Sign language. Through
further investigation, it was learned that the
inmates were communicating using a modified
version of the Tic Tac Toe Code. Using the
standard Tic Tac Toe graph, a single fist would
signify graph number one. Two fists in succession
would indicate graph number two and so on. After
you indicated which of the three graphs they
referred to, they would contort their fingers to
mimic the portion of the graph that represented
the letter they were trying to communicate.

A alert Federal Bureau Of Prison Officer found a
code key in a inmates property during a routine
search. The inmate had access to a computer
during his work duties and during his
rehabilitation training classes. It is called the
Wing Ding Code. The inmate writes what he wants
on a computer (Education for example) then
changes the font to Wingdings or another font
which uses symbols, then the message becomes
unreadable, unless you know what to look for.
