ADA Paratransit Standards

• Response time prior day reservations, pick-up
  w/in 60 minutes of requested time
• Fares no more than 200 of base fare
• Geographic coverage w/in ¾ mile of fixed-route
• Hours/days same as fixed-route
• Restrictions on trip purpose there can be none
• Availability of info and reservations must be
  comparable
• Constraints on capacity there can be none

• Fares same as for everyone else

More service issues

• Must allow anyone use of lift or ramp
• Must keep access features in operating condition
• Must announce major stops/locations and requested
  locations on fixed- route
• Must accept service animals
• Aides ride free
• Availability of service to persons with
  disabilities and any special arrangements for
  requesting rides must be prominently publicized

• Must always accept common wheelchair
• 3 or 4-wheeled design
• Up to 30 inches wide
• Up to 48 inches long
• Weight does not exceed 600 pounds when occupied
• Includes scooters, etc.
• May be higher standard if using NF to serve
  over-sized wheelchairs

• Can require that wheelchair be secured, but
• Cannot deny ride if unable to secure
• Cannot require use of personal restraint, unless
  all riders are required to use seatbelts
• Cannot require transfer to regular seat
• Cannot require specific orientation when riding
  lift

Paratransit Eligibility

• Must have system for identifying ADA Paratransit
  Eligible Persons using narrowest definition
• Individuals who cannot board, ride, disembark
  from accessible vehicle (includes those who can
  not navigate system)
• Individuals with specific impairment-related
  condition that prevents access to bus stop

Paratransit Eligibility

• Can not have residency requirement
• Must issue IDs
• Must accept IDs issued by other systems
• Visitors must be presumed eligible for 21 days
• Automatic eligibility 21 days after application
  if determination not made
• Each eligible individual entitled to one aide
  plus one companion (others on space available
  basis)

• Lift or ramp
• Mobility aid securement system(s)
• At least two, if over 22 in length
• Slip resistant flooring
• Minimum lighting standards
• Color contrasts
• Priority seating
• Signage

Accessible Vehicles

• Clear path from entrance to securement location,
  with minimum headroom
• 56 inch in small vehicles (under 22 feet)
• 68 inch in larger vehicles (22 feet or more)
• If used for fixed-route service
• Public address system for stop announcements
• Special stop request signaling from securement
  locations

Accessible Stops/Shelters

• Bus stops to have level firm-surfaced area min
  72 from roadway and 42 wide with access to
  public way(s)
• Shelters to be positioned to allow access,
  w/interior space for at least one wheelchair
• Bus stop signage to be specified height/contracts
  w/ braille markings (schedule info not included)
