Certification Related Activities - 2011
  • Certified one full system and one modification
    (ESS Unity 3.2.1.0 and Unisyn 1.01)
  • Initiated one Formal Investigation (ESS Unity
    3.2.0.0)
  • Ongoing testing during FY 2011 for 12 voting
    systems or system modifications.
  • EAC staff held meeting with Dominion Voting
    Systems and Wyle Labs to familiarize all parties
    with the Dominion ICE system currently beginning
    testing at Wyle.
  • Timelines for ESS Unity 5.0 and Dominion Test
    campaigns developed.

Quality Monitoring

  • Fielded System Review and Testing
  • Upon invitation or with the permission of a State
    or local election authority, the EAC may, at its
    discretion, conduct a review of fielded voting
    systems.
  • Review may include the testing of a fielded
    system, if deemed necessary.
  • Any anomalies found during this review and
    testing will be provided to the election
    jurisdiction, the Manufacturer and any other
    jurisdiction using the affected system.

Fielded System Review Example
  • Cuyahoga County 2010
  • During pre-election logic and accuracy (LA)
    testing prior to the May 4, 2010 Primary Election
    the DS200 demonstrated intermittent screen
    freezes, system lockups and shutdowns.
  • EAC was notified of the anomaly before the
    Primary election and contacted Cuyahoga County
    and other jurisdictions that use the same system,
    as well as ESS to gather information. After
    determining that the information related to the
    freeze/shutdown issue was valid, opened an
    Informal Inquiry into the issue.
  • EAC staff had numerous discussions with Cuyahoga
    County, ESS, and the VSTL for the Unity 3.2.0.0
    system. In addition, in order to determine the
    potential extent of the problem, EAC also
    contacted other jurisdictions using the DS200
    including, Orange, Miami-Dade, Escambia, Clay,
    Collier and Pasco Counties in Florida, the
    Wisconsin Government Accountability Board and the
    New York State Board of Elections.
  • Formal Investigation initiated in February 25,
    2011.

Manufacturing Facility Reviews
  • 8.5. Manufacturing Site Review. Facilities that
    produce certified voting systems will be reviewed
    periodically, at the discretion of the EAC, to
    verify that the system being manufactured,
    shipped, and sold is the same as the sample
    submitted for certification testing. All
    registered Manufacturers must cooperate with such
    audits as a condition of program participation.
  • 8.5.2. Frequency. At a minimum, at least one
    manufacturing facility of a registered
    Manufacturer shall be subject to a site review at
    least once every 4 years.

Field Anomaly Reporting
8.7. Field Anomaly Reporting. As another means
of gathering field data, the EAC will collect
information from election officials who field
EAC-certified voting systems. Information on
actual voting system field performance is a basic
means for assessing the effectiveness of the
Certification Program and of the quality of the
manufacturing process. The EAC provides a
mechanism for election officials to provide
real-world input on voting system anomalies.

New for 2011 More and Better Ways to Serve the
Election Community
  • Revised Division Monthly E-Newsletter with more
    specific certification related information.
  • Experiments with Twitter Feeds to election
    officials seeking specific information on systems
    in under test.
  • Virtual Review Tool (VRT) development.
    Server-side web application designed by Testing
    and Certification Division staff to serve as a
    central location for reviewing Test Plans, Test
    Cases and Test Reports submitted by VSTLs.
    Allows VSTLs and EAC Technical Reviewers have
    ability to upload store and directly link files
    to requirements and serves as an electronic
    record of each test engagement. Application has
    secure login and is FISMA/508 compliant.
  • Staff customer service representatives assigned
    to each State and territory.
