    reported to different places, now report to a new
    leader

    incentives, and little energy for change
  • No sense of customer service
  • Loyal to the institution
  • No one loses their job
  • Institution operates on an old strategic plan and
    have agreed to continue to follow it for 5 more
    years (will begin new planning process soon)
