    countries include
  • 1) Nascent technologies not yet profitable
  • 2) Lack of certainty for post-2012 agreement
  • 3) Sharp commodity fluctuations and fuel
    switching
  • 4) The present financial crisis.
  • Increases in private investment are needed
    quickly. The UNFCCC has estimated 200-210 bn of
    additional annual investment needed in the year
    2030.

    only a few countries.
