Setting the Context
  • Wales is a nation of 3m people with 21 of the
    population bilingual Welsh/ English
  • 75 of the country is eligible for E.U. Objective
    1 status
  • National Assembly for Wales developed a strategic
    development framework for Wales

Why E-learning?
  • Wales still operates a learning system dominated
    by traditional processes yet the current order is
    being challenged by global players, most of them
    outside Wales
  • Unless we start to think imaginatively and
    radically about access to excellence in learning
    for all, technology will fail to transform the
    volume and quality of learning
  • We are being forced to rethink the essence of
    learning, its planning and its delivery

The Role of the E- Portfolio
  • A learner-centred approach requires effective
    tools for learners
  • Learners need a means to record their
    requirements and learning experiences in a
    complex world
  • Learners need learning outcomes to effectively
    manage their progression

Role of Careers Wales
  • An all age guidance service established in 2001
    delivered by 7 companies across Wales funded by
    the National Assembly for Wales
  • c.900 staff, many guidance professionals
  • All client groups (except university students),
    employers, voluntary sector
  • Quality framework established for service
    delivery independently inspected

CWOL Aims Objectives
  • Create a virtual web-based guidance service for
    all audiences, complimenting existing services
  • Enable individuals to maintain their own
    e-portfolio for life starting at 14 Progress
    File Online
  • Act as a focal point for national e-learning
    services providing access to other information
    and service providers

  • Engage all ages in a bilingual environment
  • Encourage regular updating of information held
  • Provide access via various platforms with
    migration to new technologies
  • Ensure effective communication routes to human
    information, advice and guidance services

Organisational Model
  • 2 year planning process by Careers Wales
    involving guidance experts, ICT specialists,
    software developers (Illumina Consortium),
    strategic partners
  • Development process followed by 6 month pilot
    leading to full implementation April 2004
  • Re-engineering of the delivery of all guidance
    services by Careers Wales with a team of 6
    required to maintain the service

Example of Future Service
  • Accredited credit transcript for all of an
    individuals learning activities based on the
    Wales Credit Qualifications Framework
  • This will eventually lead to validated on-line
    certificates from awarding bodies
  • All learning outcomes for formal and informal
    learning will be recorded via an agreed credit
    rating
