Why do we search,secure,and document
inmate property?
  • Prevent contraband from being introduced inside
    the secure perimeter.
  • Stop inmate theft claims.
  • Staff and inmate safety!

Inmate Personal Property
LEGALLY
  • Items that are __________ owned by the inmate and
    authorized to be retained in his living or
    storage area.

Contraband Defined
  • Any item not authorized by department
    regulations, or in excess of the maximum quantity
    permitted, or received or obtained from an
    unauthorized source.
  • Any item that poses a serious threat to the
    security of an institution, and ordinarily is not
    approved for possession or admission into the
    institution.
  • Any item that may have been authorized for
    possession at one time, but now is prohibited due
    to health, fire, or safety concerns.
  • Any authorized property that has been altered.

Unauthorized Property
  • Any authorized property listed in A.R. 711, which
    is considered unauthorized because of space,
    custody level, etc. or any property that has been
    altered

Expendable Property
  • Property items that, through __________, are
    consumed or worn out.
  • Items that have been designated as more
    economical to replace than to repair or salvage.
    (Clothing, bedding, hygiene items etc.)

Appliances
  • All appliances must be purchased through the

    lamp, hot pot, clock, shaver, surge-protector,
    headphones, alarm clock, curling iron, blow

Policy/Limits
  • Inmates can retain certain property to preserve a
    degree of personal identity consistent with
    facility safety and security requirements.
  • They may possess personal property that does not
    exceed what will fit in one approved grey trunk.
    They may purchase, through the inmate canteen,
    one fire retardant box not exceeding 24X18X18.
  • No other type of box is authorized.

Policy/Limits
  • Inmates may only transfer to another facility
    with one fire retardant box of personal
    belongings. Any other fire retardant boxes must
    only be legal work.
  • Inmates may possess only three large appliances
    that do not need to be placed in their grey trunk
    or box when not in use.
  • Property limitations will be enforced whenever
    the property is inventoried or an inmate moves
    (placed in more restrictive housing, transferred,
    etc.).

    or they cannot control their own property, the

Liability

DOC 1520 Inmate Personal Property Card
  • This is a two sided document. Every inmate will
    receive this card upon entry into the prison. DOC
    1520 will be kept in the inmates property file
    inside the property room.

DOC 1773Inmate Inventory Form
  • Staff are responsible to conduct an inventory of
    an inmates property if an inmate will be
    separated from their property over night. An
    inventory must be completed if an inmate is being
    transferred to another institution.

Institutional Transfers
  • Inmates being transferred between
    facilities are limited to
  • One duffle bag
  • One fireproof box (no substitutes)
  • Three large appliances that do not fit in their
    duffle bag or box
  • Legal work, limit 50 lbs per box (boxes must be
    purchased by inmates from canteen store)
  • -Staff must verify the contents of legal boxes in
    presence of inmate
  • NO musical instruments will be transferred

Institutional Transfers
  • The officer who does the roll-up shall place
    the original property inventory inside the duffle
    bag on the top before securing the duffle.
  • The goldenrod copy goes to the inmate.
  • Show how to properly secure a duffle bag.

Institutional Transfers
  • Along with the inmate and his property, the
    sending institution will send the following
  • The inmates property file
  • The inmates property card
  • The current inventory.
  • The property manifest
  • It is the responsibility of the receiving
    facility to ensure everything is there.

DOC 525 Inmate Transfer Cards
  • This card will be attached to the duffel bag the
    inmates property has been placed in. The card
    needs to be attached with a heavy zip tie.

  • They may be displayed inside the designated
    24X24 wall space area.
  • All other photographs will be stored inside the
    grey trunk.
  • Sexually explicit / graphic activities are not
    permitted at all. Nudity and/ or partial nudity
    can not be displayed.

  • Watch will not exceed 50 (Limit 1)
  • Wedding Band will not exceed 50 (limit 1)
  • Religious medals and chains will not exceed 50
    (limit 2), must have both.

  • A specific location designated by the Warden
    where inmate property and records are maintained.
  • There are only ______ keys.

Property Room
  • The Property Room WILL be secured when the
    Property Sergeant is not present.

    to the Property Room.

    property, or discuss property issues. These
    activities must occur in a secure area without
    any access to inmate property.
  • Inmates are NEVER allowed in the secure caged
    area of the property room.
