35Procurement Reform Highlights
36Contractor Registry
- From Contractor Perspective
- Forms were simplified
- Forms are submitted/updated one time annually but
can be updated at anytime. - No longer have to submit voluminous documents
each time they express interest in a project. - Obtain report telling them reasons for
ineligibility. - From Department Perspective
- Saves time and resources.
- Provides transparent and objective validation
- Only technically and financially capable firms
are able to submit bids.
37Statistics (Update)
- 3563 Contractors are Registered
- 4132 Contracts have been processed so far this
year (2003) using the Registry - In 2001, more than 11,000 contracts were
processed using the Registry

48RIMSS
- An effort BY the Department, with involvement of
the Department process experts so they OWN the
changes - Focus is on People, Processes and Technology
- Technology is a key enabler
- Best Practices must be considered in the context
of the Philippines - Knowledge transfer and training is critical
- Without a plan (architectures), integration can
not be achieved and the failures of traditional
development would be realized
