Overview of Spectrum Strategy
4
Spectrum Strategy
  • Driver Continued growth of mobile other
    services
  • More Spectrum
  • National Broadband Plan
  • Middle Class Tax Relief Jobs Creation Act of
    2012
  • Presidential Memos
  • NTIA ten year plan
  • Consider potential reallocations, but becoming
    more difficult
  • Efficient Use of Spectrum
  • Continue to advance technology with higher
    spectral efficiency
  • Often spectral efficiency needs to be balanced
    with capital efficiency
  • More Sharing
  • PCAST Report
  • Department of Defense Spectrum Strategy
  • Develop advanced spectrum sharing techniques

5
Efforts for More Spectrum
6
Advanced Wireless Service-3 (AWS-3)
  • Paired 2155 MHz - 2180 MHz with 1755 - 1780 MHz
  • Unpaired 1695 1710 MHz
  • Implementing various stages of relocation and
    sharing mechanism
  • Heavy Duty engineering
  • Identify relocation bands
  • Sharing Realistic vs. Worst case
  • Required close collaboration
  • Federal Incumbent Systems
  • Fixed Point-to Point Microwave
  • Military Tactical Radio relay
  • Air Combat Training System
  • Precision Guided Munitions
  • Tracking, Telemetry Commanding
  • Aeronautical Mobile Telemetry
  • Video Surveillance
  • Unmanned Aerial Systems
  • Other Systems

  • 2nd Order was issued in April 28, 2016
  • Finalized rules governing this band
  • Spectrum Access System (SAS) will incorporate
    information from the Environmental Sensing
Capability (ESC) to increase available spectrum
    in coastal areas
  • Reaffirmed the regulatory approach adopted in the
3.5GHz RO and denied several petitions for
    reconsiderations
  • Strived to establish simple rules that are
implementable in the near term, while protecting
    DoD radar systems

Expanding Use of the mmW Spectrum
  • FCC Notice of Inquiry (NoI)adopted 10/17/14
  • FCC Notice of Proposed Rulemaking (NPRM) adopted
    10/22/2015
  • NPRM proposes a mix of licensed and unlicensed
use in the millimeter wave spectrum, and creates
opportunities for sharing among different kinds
    of users fixed/mobile federal/nonfederal
    terrestrial/satellite and carrier
    networks/private networks
  • Recommended by Technological Advisory Council

  • NPRM commenters include a good mix of
    manufacturers and service providers

18
Mobile Traffic Growth
US Mobile data traffic will increase by 6 fold
from 2015 to 2020, mainly driven by mobile video
Mobile data is still a small fraction of overall
data traffic
4G is accelerating and world is following US
lead March to 5G has begin
In US, 4G network is carrying 81 of mobile data
traffic and expect to carry 94 of mobile data
traffic by 2020
19
Policy Considerations
  • 5G is a national priority for US
  • We indicate which spectrum will be made available
  • Rely on a private sector-lead process for
producing technical standards best suited for
    those frequencies
  • Flexible licensing rules to support various
    service models
  • Carrier-driven vs. new entrant vs. end-user
    driven network
  • Technical rules to take advantage of propagation
    characteristics of mmW bands
  • Enable sharing opportunities
  • Enhance the spectrum reuse
  • Create opportunities for innovators to build and
deliver new services and applications to consumers

20
Other Topics
21
5GHz Band
Previous Rules
  • NPRM proposed to expand access to spectrum for
    unlicensed at 5 GHz
  • First RO 3/31/14 - Removed indoor-only
restriction increased permitted power for U-NII
    1
  • Continuing to work on sharing in proposed
    U-NII-2B and U-NII-4
  • Memorandum Opinion and Order (MOO) released on
    March 2, 2016
  • Provided a relaxation of the OOBE limits for
    operation of U-NII-3 band devices
  • Extended the deadline for certification of
U-NII-3 band devices and deadline for the
manufacture, marketing, sale and importation of
    these devices
  • Declined to adopt rules that would remove
    restricted band protections from emissions
produced by U-NII-1 band devices or would permit
U-NII-1 client devices to operate with higher
emissions and declined to reduce the upper UII-3
band edge from 5.85 to 5.825 GHz

22
Other Sharing Matters
  • Proceeding on Globalstars proposed Terrestrial
    Low Power Service (TLPS)
  • Space Policy Order
  • WRC12 Implementation
