Title: Developing Oslo as a sustainable city

1
Developing Oslo as a sustainable city
  • BALTMET
  • Stockholm, October 2008
  • Peter Austin, Dept Urban Development

2
How can Oslo become sustainable?
  • Balance between
  • the need for social and
  • economic development,
  • within the limits of the environment.
  • Lokal and global pollution
  • Improved health and wellbeing in the city
  • Responsibility for our societys part in reducing
    greenhouse gases
  • We are still learning, improving our knowledge
and our ability to implement change

3
Oslo citys climate challenges
  • Reducing emission levels (mitigation)
  • Mobility
  • Heating
  • Managing strong growth
  • Population
  • Jobs
  • Traffic
  • Meeting a warmer future (adaptation)

4
Transport emissions are the main climate
challenge in the Oslo region
5
  • Oslo has the lowest emission levels in Norway
  • Why?

6
Mobility strategies
  • We help developers to make better use of land
    near the public transport network
  • We encourage new businesses to develop at or near
    central transport interchanges
  • We liaise with neighbouring municipalities to
reduce the numbers of cars entering the city
  • Joined up thinking we plan for land use and
    transport together

7
Dense patterns of housing, with good access to
public transport
8
A strategic plan for sustainable development
Oslo 2008-2020
Development should be concentrated at the public
transport interchanges, without expanding into
the neighbouring forest areas
9
The Oslo toll ring generates funds for more
efficient roads and better public transport
Norwegian technology and a locally owned
investment company enable us to channel funds to
the most critical links also urban development!
10
Modernised urban light rail will serve key growth
areas
Light rail investments in a new urban ring and in
major transport corridors, combined with
additional funding for running costs
11
Heating strategies
  • We make use of non-carbon and local energy
    sources
  • We are improving non-carbon energy and efficiency
    measures in municipal buildings
  • We encourage other developers to do the same!

12
SPACE HEATING FROM WASTE
Our department for energy recovery runs two
incinerators, converting household waste into hot
water, for warming houses and offices
13
OSLO CITY MANAGES AND DEVELOPS PUBLIC PROPERTY
Our public company for schools is improving
energy effiency in both new and traditional
school buildings (Kampen)
14
IMPROVED ENERGY EFFICIENCY IN PUBLIC HOUSING
Our public company for housing is installing
individual heat guages and improving use of
renewable energy and insulation (Kolstadgate)
15
RECOVERING WASTE FROM BUILDING MATERIALS
Our public company for waste treatment has
redeveloped a major facility, with increased
heating effiency and imaginative landscaping
(Haraldrud)
16
HEAT-RECOVERY FROM SEWAGE PRIOR TO WASTE TREATMENT
Heat pumps at the sewage treatment plant (Skøyen)
17
URBAN TRANSFORMATION COMBINING ENERGY EFFICIENCY
AND DESIGN
From hospital to energy efficient housing
(Pilestredet Park) and industry to geothermally
heated culture and learning (Nydalen)
18
THE NEW OPERA USING THE SUNS ENERGY
Solar panels combine as blinds against strong
light inside the glass entrance
19
Oslos vision the most sustainable city
  • These examples show us the way forward. But they
are still the exception, not the rule.
  • Energy and the environment always have to compete
    with other important issues.
  • We need to find better ways to
  • make energy improvements without unreasonable
increases in costs for residents and users
  • persuade all the actors in urban development to
    pull in the same direction
  • combine good design with energy efficiency
