Frank SanPietro sharing on the latest from Rhode Island Treasurer Seth Magaziner who said the state’s $7.7 billion pension fund is cutting its allocation to hedge funds in half over two years, as high fees eat into returns and some of the investment pools provide less diversification than expected.
The proposal is to implement mandatory retirement savings at all CA employers. In those instances where a company does not offer retirement benefits, the state will take 3% of the workers pay and put those funds into a retirement account for that individual. While on the surface, this seems completely benevolent (who could argue with the idea that Golden State workers will have resources for their Golden years?), the implementation of the plan raises some not-so-shiny concerns. It's the first thing I thought of when I saw this picture of the embattled CEO of Wells Fargo. Did they take him in the back of the Senate chamber and break his fingers before he testified, just to "soften him up".
New data published in Barron's cites an article by a Harvard Business School Doctoral Candidate who examined the reading habits of different investor types. Her findings? That hedge fund investors tended to be "the early birds" when it comes to reading news stories first. The study, by Anastassia Fedyk, noted that while hedge fund investors comprise less than 10% of financial professionals who are reading the news, they account for over 1/4 (app. 27% ) of "first clicks" on news stories.
Lowest rates in a couple of years, and overall, near historic absolute lows. Just makes me wonder about long term fixed income portfolio management. Borrowers have lower probability of default (which is great and assumes current controls on credit availability stay intact), and lenders don't face early payoff risk. Wonder how much capital is going to be tied up as dedicated against specific liabilities (insurance companies) for longer terms. Interesting. Also wonder what effect this could have on local public employee retirement plans, and the endowment of University of Memphis, Christian Brothers University, Rhodes, etc. Common logic dictates that there be proportional exposure to fixed income, however, in an ultra low yield world, does that make sense? Consider the delta between the rate of return on fixed income vs. rate of appreciation for retiree benefits (COLA's) and, worse yet, the rise in medical and OPEB.

The language in this story is very interesting. The company admits that some of the questionable loans "should have been self reported". Further, it is interesting to note that the story reports that the company "misled the government into insuring hundreds of risky mortgages, causing substantial losses" On the other hand, wasn't one of the causes cited for the financial crisis the revelation that the government was in fact, not "behind" these bad loans? For some people, this latest bit of progress might seem eerily akin to "On August 29, 1997 @ 2:14 am eastern time, Skynet becomes self aware", however, let's look at what's happening down at "The Exchange". RULE 48 One of the main purposes of the exchange and those authorized to trade within it, is the maintenance of an "orderly market". Which basically means a market that allows for traders on "both sides" to have their views reflected into the pricing. The idea being that this serves to curb volatility, nasty large swings in pricing. Note - most people think of this in the negative - however, exuberant rallies aren't all that much better than terrifying plunges when one considers market mechanics. Both reflect extremes. Not the use of the term "orderly market" earlier, extremes are the opposite of orderly markets.

One of the big misconceptions about interest rate determination is that the “Prime Rate” has something to do with mortgages. It doesn’t. Well technically it has an effect on some adjustable and home equity rates since they can be “tied to Prime”, though LIBOR (London Interbank Offer Rate) has become more popular over recent years as the benchmark for rate determinations. However, it’s hard to offer dire warnings absent graphic descriptions of the perils awaiting those who fail to heed Mama and Papa. Hence, we hear about evil witches cooking children, and blood thirsty wolves pursuing young maidens. And all to illustrate (among other points) the importance of not straying from home. These type of “object lessons embedded in a story” have been a literary staple throughout human history and across virtually every culture. CNBC had an interesting story about precious metals and the relationship between the price of gold and silver. The “gold-silver ratio”, as one would expect compare the metals by calculating the amount of silver that can be purchased for the cost of a single ounce of gold. Given that gold has been well over $1,300 per ounce, while silver has been rising rapidly, recently trading over $20 per ounce, the ratio has been about 66 or so.
