Title: MARINE FORCES RESERVE

1
MARINE FORCESRESERVE
  • TACTICAL VEHICLE BATTERY
  • MAINTENANCE MANAGEMENT
  • PLAN (BMMP)

2
PURPOSE
  • Review background information
  • Look at MARFORRES organization and challenges
  • The three-year GET WELL plan - Required
FUNDING - Provide for ACCOUNTABILITY -
    Establish SOP - Develop
    TRAINING - Provide EDUCATION

3
BACKGROUND
  • Until recently there have been very few changes
in automotive vehicle battery maintenance in the
Marine Corps since 1985 (at least, maybe longer)
  • No new tools (using outdated technology)
  • Battery charger designed for flooded cell
    batteries
  • No formal training for mechanics or operators
  • No technical manual for battery shop operations-
TM 9-6140-200 14 (USA, depot level, outdated)
  • Very little guidance from Program Managers

4
ON THE JOB TRAINING (OJT) ON THE FLY
  • Welcome aboard Marine and congratulations.
You are now the battery shop NCO. The battery
shop is over there. No questions?Great, get
    to work.

5
FORMAL STUDY
  • A 1996 study identified issues related to the
management of tactical vehicle batteries used
    throughout the Fleet Marine Force
  • These issues significantly impact unit finances
    and readiness
  • The study recommended units take certain steps to
    improve battery maintenance management
  • The study was never released to the Fleet Marine
    Force

6
THE PROBLEM IS REAL
WHY worry about batteries?
Operation Iraqi Freedom
7
WHY HAVE WE NOT FAILED ?
  • Because the War Fighter will always get what he
needs to Fight and Win (URGENT UNS)

8
MEAN WHILE, BACK IN GARRISION
  • No Magic Bullet (URG UNS)
  • You need batteries to operate
  • Good management practices will save time, money
    and increase readiness
  • Bad or no management practices will have
anegative impact on time, money and readiness

9
MARINE FORCES RESERVE
  • A QUICK LOOK
  • AT MARFORRES

MARFORRES MISSIONMOBILIZE MARINES INSUPPORT
OF ACTIVE FORCES
  • During OIF-1 USMCR mobilized more of its strength
    proportionally than any other RC

Army Natl Guard 24 Army Reserve
33 Air Natl Guard 20 Air Force Reserve
21 Navy Reserve 13 Marine Reserve
48
Currently 12,888 SMCR Marines mobilized
12
MARFORRESCHALLENGES
  • Shortage of personnel complicated by-
Conflicting priorities on drill weekends- Toys
for Tots (October mid January)- Funerals,
    parades, ceremonies
  • Geographical separation of units increases
    difficulty of Command and Control

13
COMPARISION OF ACTIVE COMPONENT TORESERVE
COMPONENT
  • CAMP LEJUNE NC
  • XX Infantry Battalion and all Companies located
    on the same base
  • 3d Battalion 23rd Marines NOLA
  • I Company Little Rock AZ

BACK TO BATTERIES
NO LONGER JUST 6T
HAWKER
OPTIMA
Fielded with Tactical Quiet Generators (TQG)
Began fielding in FY-03,6,139 currently fielded
in MFR (4,000 more on order)
15
WHY DO WE NEED A TRAINING PROGRAM?
TWO HAWKER HASP BATTERIES (REAR) ONE DEKA 6TL
AND ONE EXIDE 6TMF (FRONT)
16
WHAT IS THE BATTERY MAINTENANCE MANAGEMENT
PLAN (BMMP)
  • New approach to an old problem
  • Combines the latest in battery technology, state
of the art tools and products with current
    maintenance procedures and recovery programs
  • Documents standard procedures

17
MARINE FORCES RESERVE
  • HOW DO WE
  • GET THERE ?

18
MARFORRES 3-YEAR PLAN OF ACTION
  • Leverage funding under National Guard and Reserve
Equipment Appropriation (NGREA) to provide the
    RIGHT TOOLS
  • Provide guidance for accountability
  • Develop Standard Operating Procedures
  • Educate and Train Marines

  • WHAT ABOUT
  • ACCOUNTABILITY ?

25
ACCOUNTABILITY
  • Beware the Supply Officer
  • Published two MFR fielding messages
  • Began working with PM TMDE and PM EPS to update
the Common NO. 1 tool box stock list
  • Revised Common NO.1 SL-3 stock list published
    December 2004

27
MARINE FORCES RESERVE
  • WHY DO WE
  • NEED SOP'S ?

28
STANDARD OPERATINGPROCEDURES
  • No formal training
  • Marines randomly selected as battery NCO
  • No standardized procedures
  • We have seen successful programs at I MEF and II
MEF degrade to almost nothing due to personnel
turn-over We do not want to repeat history

  • CONQUER THE
  • BLACK HOLE ?

31
EDUCATION AND TRAINING
  • Change the ITS (Individual Training Standards) at
the school house- Long process- If we add 1
hour of battery training what hour of other
    training are we reducing/dropping
  • Multi-prong attack using a combination of OJT,
    SOPs and computer based training

32
EDUCATION AND TRAINING
  • PM EPS MCSC and PULSETECH Corporation developed
    on-site training syllabus
  • Four MARFORRES sites trained
  • Numerous AC units trained
  • Training hit the target but turnover of personnel
    quickly mitigates success

33
EDUCATION AND TRAINING
  • PM EPS MCSC formalized training byincorporating
the Vehicle Battery Training in their interactive
    courseware CD forBattery Maintenance and
    Sustainment Systems
