Scheme
  • National pilot programme, sponsored by Norwich
    Union
  • Recruitment of people living within
    neighbourhoods or estates experiencing high
    levels of crime
  • Provision of one year employment to provide
    accredited training and practical work experience
    in neighbourhood based community safety work
  • Pilot located in Chester (neighbourhood
    management pathfinder), Birmingham (Safer
    Neighbourhood Project) and Hackney (x2 in
    Community Safety Team)

The Approach
  • Do not have enforcement role
  • Are not supercaretakers
  • Role specifically focused on linkages between
    community and agencies
  • Will take a community development approach
  • - liaison needs assessment supporting
    development of community driven interventions
  • Managed on day to day basis through local
    neighbourhood based projects, but employed by
    Crime Concern.

The Job
  • Involves two discrete elements training and
    practical work experience
  • Four modules of training accredited to NVQ Level
    2 standard The neighbourhood safety approach
    community development approaches to community
    consultation project management skills.
  • Day to day experience of working in
    community-based project, but also with specific
    responsibility for the development and
    implementation of a specific project during
    quarter four of employment.

Why this approach?
  • Derives from Neighbourhood Safety Programme which
    proactively seeks to engage local people in the
    development and delivery of community safety
    interventions
  • Increasingly apparent that volunteers were
    finding difficulty in breaking in to paid
    employment despite good experience in community
    sector
  • The scheme seeks to provide consolidation of
    community sector experience as well as evidence
    of competence via the accredited training
    programme.

Projected Outcomes
  • Pilot cited in areas where good evidence exists
    that the individual trainees will be well
    positioned to acquire local employment within
    community development/safety field (ie,
    neighbourhood management, NRF)
  • Anticipated that locally acquired skills and
    experience will be maintained within area after
    the initial pilot
  • Alternatively to enter into further
    education/training in e.g. community development,
    youth work, community safety
  • Underpinned by a structured exit strategy
    negotiated with individual trainees during last
    quarter of initial employment.
