long-term, sustainable growth in the City of
Havelock. It empowers the community with a core
vision and implementing policies designed to
encourage redevelopment with purpose, value, and
identity. The success of this planning process
will be measured by implementation, and we charge
the Citys elected officials with making the core
vision and policies formed by this document into
