value of 1,250 billion in today's prices. DTI
(UK) also forecasts delivery of around 5,000
business jet aircraft in the period 2002-2011 at
an estimated current value of 65 billion.

In its January 2001 report "European Aeronautics
A Vision for 2020, Group of Personalities
chaired by Commissioner Philippe Busquin set out
a number of recommendations for fulfilling
Europe's goal of better serving society's needs
while becoming a global leader in the field of
aeronautics. The Group stressed the need for a
new Advisory Council for Aeronautics Research in
Europe (ACARE) whose goal would be to develop and
implement a strategic approach to European
aeronautics research. The new committee started
its work on the 19.6.01 at the 44th Paris air
show.

Issues discussed were the need for long-term
commitment among all stakeholders, including
airlines, airports, air traffic controllers,
regulators, research institutes and academia.
The primary mission of the ACARE will be to
establish and carry forward the SRA, which will
serve as a guide in the planning of research
programmes, particularly national and EU
programmes.

Optimising the use of existing research
infrastructure and achieving cost-effective
investments Harmonisation?NOE on Wind tunnels
in FP6. A supply chain, linked to strong primes
with competitive final products. IPs are quite
suitable for aeronautics. Certification
processes that facilitate the rapid introduction
of new and innovative technologies (FAA EASA,
JAA). Improving education policies to attract
the scientists and engineers needed (WWW-pages of
American universities!) Promoting awareness
of the SRA and disseminating information
on research. Studies on who does what (vs.
Janes).

Education in USA, 50 of aeronautics personnel
will retire in 20 years. Awareness - A central
objective is to establish a powerful information
network with Aeronautics Contact Points supported
by a comprehensive web-based portal to enable
easy knowledge transfer across the whole European
technology supply chain.

Project-based Mechanisms - Mechanisms for RT
exist. Large Scale Research Test-Beds will be
needed in Europe on a scale that are unlikely to
be affordable by single companies or countries.
(e.g. Concorde, Airbus, ATR, Typhoon) Nursery,
or Incubator mechanism (encouraging new concepts
to be explored under the protection of
ring-fenced funding) will give support to the
essential concept work that must provide some of
the break-through thinking for the future.

Make Europe the world leader in aeronautics
through collaboration, strengthened and guided by
a vision and the creation of a common structure
as regards research and technological development
in the service of a leading-edge sector
symbolising European industrial ingenuity and
excellence. (competitiveness) The response to
issues of public interest was also a key element
of the 2020 Vision, including noise reduction,
emission reduction, travel delays, and safer air
transport.

European goals
The SRA will not be a detailed research work
programme, but will consist of a statement of
research priorities. Five areas for new
mechanisms within the European Research Area are
identified the European research infrastructure,
the supply chain, certification and
qualification, education and Trans-European
synergy of research. RT road maps The
preliminary estimate as mentioned in Vision 2020
"possibly in excess of 100 billion euro over 20
years" investment in RT.

Work Programme for EU/CEC 6th Framework Programme
is based on European Research Area principles and
Strategic Research Agenda of ACARE. Quality and
Affordability      Environment    Safety

number of technologies to be validated in a
system context) will be concerned with ensuring
that technical concepts work reliably in
integration and at the scale of the full system.

What happened to NACA/NASA aeronautics when space
entered the scene! In FP6 EUs aeronautics
funding stopped growing. Aircraft is an old
topic! compared to e.g. nanotechnology, too
few new companies compared to e.g. IT. Air
