1
The Next IHO Digital Data Transfer StandardS-100
  • Lee Alexander, Univ. of New Hampshire
  • Barrie Greenslade, UKHO

2
Background
  • IHO S-57 is the current IHO Transfer Standard
    for Digital Hydro Data
  • Formally adopted in 1992 at XIVth IHC
  • Edition 3.0 (Nov 1996)
  • Edition 3.1 (Nov 2000)
  • No changes currently frozen

3
Current Limitations of S-57 3.1
  • Primarily developed as a transfer standard to
meet all Hydrographic requirements, but in
reality has been limited to ENC and a couple of
    derivatives.
  • Has an inflexible maintenance regime
  • Cannot support future requirements
  • Embedding data model within encapsulation
    restricts flexibility

4
For the next Standard
  • Goal support a greater variety of
    hydrographic-related digital data sources,
    products and customers.
  • Next Generation ECDIS
  • Web-enabled Functionality
  • Digital Nautical Publications
  • Enhanced bathymetric products
  • Data fusion
  • AMLs, MIOs, Inland ENC, etc.

5
Other Objectives
  • Separate data content from carrier
  • Multiple products/exchange formats (XML, GML and
    even ISO/IEC 8211
  • Manageable flexibility that can accommodate
    change
  • Extensibility is the key, product specs will have
    to be inclusive not exclusive
  • Facilitate interoperability with other GIS
    standards
  • Data fusion
  • Separate registers for other user communities
  • Not only features, but meta, symbology etc.

6
ISO Geospatial Standards
  • International Organization for Standardization
    (ISO)
  • Technical Committee 211 (ISO/TC211)
  • Deals with geo-spatial standards
  • 22 Class A Members
  • IHO
  • DGIWG
  • OGC
  • Etc.

7
S-57 Ed 4 ? S-100
  • Next IHO Data Transfer Standard will be called
    S-100
  • Many regard S-57 to be the same as the ENC
    Product Specification
  • Need to avoid confusion about the next data
    transfer standard
  • S-57 Ed. 4 ? to S-100 name change decided at IHO
    CHRIS 17 (Sep 05)
  • Planed to be available late 2007

8
New Framework
  • S-100 will follow ISO/TC211 way of standards
    development
  • Registry with registers
  • New spatial components (3D)
  • Temporal/real-time functionality
  • Imagery gridded Data
  • Simple features for WFS WMS
  • Wider based Meta component
  • New Encoding XML/GML, BAG, SVG

Benefits of S-100 Approach
  • Using ISO components/terminology in mainstream of
    geospatial info industry
  • Conformance with ISO/TC211 standards will
maximize use of SCOTS software applications and
    development
  • New S-57 components/extensions will not be
    developed in isolation
  • New requirements can be incorporated within
established framework of ISO TC211 standards
  • S-57 no longer considered a standard just for
    hydrography
  • Will facilitate HOs to use other sources of
    geospatial data

14
Progress to Date
  • In progress
  • 1D/2D Spatial Component CD
  • Imagery and Gridded Data CD
  • Registry Component FD
  • Inland ENC will be the Testbed Register
  • Meta Component FD
  • 3D Spatial Component FD
  • Coordinate Reference Systems WD
  • Next priority components
  • Application schema template
  • GML schemas

15
Summary
  • S-100
  • Not an incremental revision of S-57 3.1
  • A new standard that includes additional content
and support of new data exchange formats
  • Enable the use of web-based services
  • Primary Goal Support greater variety of
hydro-related digital data sources, products, and
    customers (e.g., Inland ECDIS/ECS)

16
Two Main Tasks for IEHG
  • Now that the IENC Encoding is completed...
  • Process required to maintain/update IENC Encoding
    Guide
  • Establishing an Inland ENC Register
  • Initially on the Open ECDIS Forum
  • In accord with the IHO Registry
