USING EFT

• Debt Collection Improvement Act of 1996 mandates
  the use of Electronic Funds Transfer (EFT) for
  all payments
• DOD Implementation
• Military Postal Service Agency (MPSA)
  instructions issued 11/15/00
• Central Contractor Registration (CCR)
• Unique CAGE DUNS for each registered entity
• US Postal Service (USPS) registration
• Separate registration for each meter manufacturer
• Separate registration for each postal district
• Individual post offices are not registered

METER PAYMENTS

• Remote meter reload by EFT payment to a central
  USPS/Citibank account
• Use of SF 1034 to make payment request
• Need correct CCR remittance information
• 3 layers of information
• USPS Citibank (RTN/Account )
• Meter manufacturer
• Meter/Account (CMRS)
• USPS payments not subject to cash management, but
  must meet all requirements of a proper
  disbursement
• Optional use of meter manufacturer lockbox or
  reserve accounts is permitted, but any meter
  payment always needs the correct CMRS number.

• EFT payment only, no checks, USPS will return
  checks
• Use the Citibank or meter manufacturers reserve
  account EFT address only
• Use of the LEnfant Plaza street address for USPS
  payments is wrong, creates problems delays
  payment posting,

• Other payments to meter manufactures for services
  or repairs etc need a contract number are
  subject to cash management
• Need correct CCR registration

HOW TO AVAOID SOLVE PROBLEMS

• MAIL ROOM 101
• Plan ahead for replenishment avoid lockout
• Check your meter balance daily, allow
  sufficient time to process a meter payment
  make sure that funds are properly obligated
• Call your servicing DFAS office directly
• Tracing problem payments
• ACH trace number
• Payment date
• Payment amount
• Use the DOD Official Mail Manual
