Background What's the big idea?
  • IP addresses must be unique
  • IP addresses are a scarce resource
  • Somebody must coordinate them
  • AfriNIC will do that in Africa
  • Numbers, not names

Where do IP addresses come from?
  • End users from ISP or company IT department
  • Small company or small ISP from upstream ISP
  • Large ISP from Regional Internet Registry
  • Regional registry from global registry (IANA)

Who does it now?
  • Four RIRs
  • ARIN North America, and part of Africa
  • RIPE-NCC Europe, and part of Africa
  • APNIC Asia/Pacific, and islands off Africa
  • LACNIC South America and Carribean
  • NRO (Number Resource Organisation)
  • umbrella body for coordination between RIRs
  • ICANN (Internet Corporation for Assigned Names
    and Numbers)
  • MoU between ICANN and NRO (under discussion)

AfriNIC Proposal
  • Create an African regional registry
  • Funding model similar to that of other regional
    IP address registries
  • RIPE-NCC, ARIN and APNIC allocation activities in
    Africa to be transferred to AfriNIC
  • Allocate IP address space, Autonomous System
    numbers, other identifiers
  • Maintain databases

  • The NRO has written a letter of support (dated 1

  • We encourage the ICANN Board to provide
    provisional recognition of AfriNIC as soon as
    possible, but no later than the ICANN meeting
    scheduled for December 2004 in Cape Town.

    experienced people that have already worked and
    managed internet services and are well armed to
    manage all required RIR services.
  • Today AfriNIC already has its operational
    infrastructure set up in Pretoria and Mauritius
    including
  • A Web server, mail server, ticketing system
  • DNS for afrinic.net, afrinic.org (under
    transfer), Internet connection.

    allocation policies regarding address
    conservation, aggregation and registration.
  • These principles are reflected in the IP
    resources (IPv4, IPv6 and ASN) allocation
    policies adopted in Dakar in May 2004.

  • AfriNIC is now in its transition process from the
    different RIRs serving its future region of
    service. Its short term activity plan is to
    successfully complete the transition plan.
  • In the mean time AfriNIC has planned many key
    activities essentially focused on information and
    training of the local community on IP resource
    management.
  • AfriNIC in its mission statement also has the
    goal of facilitating Internet development in
    Africa.

    of fund raising
  • Incubation period will be funded mostly by
    Hosting countries and different donors.
  • After these 2 years of incubation, AfriNIC will
    be able to fund 100 of its operations by
    membership fees.

    policy based on physical documents (paper)
    storage in safe location and electronic data
    regular backup and replication process

    be signed with any external entity (employees,
    auditing company and other).
  • AfriNIC also provides in its registration service
    agreement a clause for non disclosure of private
    data received from any ISP for processing their
    requests

  • We are in the last stage of our process to being
    officially recognized as the fifth Regional
    Internet Registry. Our application has been sent
    to ICANN for approval.
  • We are almost there and very happy to see that
    more and more stakeholders are joining the
    process.
