3I have consumed alcohol
An average of 85 of children have consumed
alcohol. At Kadrioru German Gymnasium (95),
Tallinn Secondary Science School (94) and the
English College (90), more students have
consumed alcohol. Lower consumption at the French
Lyceum (72). Alcohol is an interesting and
accessible experience. Alcohol satisfies
curiosity and the need to communicate and be
recognised.
4Alcohol is available in the city
An average of 57 of children have said that if
they wish, they can get alcohol in the city. At
the English College, 71 of the students claim
so. At the Old Town Educational College 69, at
Tallinn Downtown Russian Gymnasium 67 and at
Tallinn Secondary Science School 66 of
students. Alcohol is available for children.
Statistics show that one-third of children are
drunk when committing an offence.

7Measures for restricting the availability of
alcohol in Tallinn 2006-2008
- Prohibition of retail sale of alcohol from 2000-
0800 - Only weak liquor can be sold at public and sports
events held outside - Retail sale of alcohol for taking out of catering
and accommodation institutions prohibited - Advertisements of weak liquors closer than 300 m
to educational institutions and youth work
institutions prohibited - Strong liquor sale permission for stores, the
general area of which is 75 m ² - Retail sale of alcoholic beverages prohibited at
the beaches of Tallinn
8Results of restricting the availability of
alcohol in Tallinn
- In summer 2004, there were 556 liquor stores in
Tallinn - In May 2008, there were 456 liquor stores in
Tallinn
9Alcohol-free lifestyle
- In 2007, the first alcohol-free youth cafe was
opened at Pärnu mnt - Mobile youth work in Mustamäe city district
- At the beginning of 2008, the second alcohol-free
youth cafe was opened in Tallinn (Mustamäe city
district) - The objective is to open alcohol-free youth cafes
in all districts in the coming years
10Advertising tax in Tallinn
- Today, a tax rate of EEK 6 / square metre is
valid for outdoor displays - For the advertisements of weak liquor (ethanol
content up to 6), the coefficient 2.0 tax rate
EEK 12 / square metre / day is applied - For the advertisements of strong liquor (ethanol
content greater than 6), the coefficient 3.0
tax rate EEK 18 / square metre / day is applied - On the basis of regulation no 15 of 17 April 2008
by the City Council, a single coefficient 4.0
tax rate EEK 24 / square metre / day is applied
for the outdoor displays of both weak and strong
liquors
11Proposals for amending the Alcohol Act
- Strong liquor is sold at separate stores,
departments or counters - National prohibition on the sale of alcohol from
2200 1000 - Prohibition on advertising alcohol on television,

- Tallinn Public Health Development Plan 2008-2015
(approved at the 17 April meeting of the City
Council, decision No 66) - The objective for shaping a healthy lifestyle is
to create a negative trend in the use of
addictive substances (tobacco, alcohol, drugs) - In the year 2004, the consumption of absolute
spirits per one adult was 13.1 litres a result
expected in the development plan 20 drop in
the consumption of absolute spirits

mayor for coordinating the implementation of
