2How was JSI established?
- A Institute established according to the
agreement between Chinese and German governments - JSI was launched in Oct. 10, 2003 as an
independent institute of Beijing city - 4 million euros form each side to support the
joint institute in Berlin and Beijing - The system was changed in 2004 and JSI was
restructured to be based on Beihang University

- Relatively small compared with the scale of
international cooperation - Strict regulation in using the 863 project
funding - Very small percentage on human resources (5)
- Difficult to cover the cost for daily running the
institute (e.g., renting the room space)

- Benefit or funding are needed to stimulate mutual
interests - Regular personal exchange scheme needed
- Project-based scheme preventing regular exchange
