Expressed visions the Food LL towards 2010
  • The UN and WCO/ WTO want global harmonization
  • The EU wants paperless and streamlined procedures
for secure and competitive trade by implementing
Authorized Economic Operator and Single Window
  • ITAIDE wants to provide Wake-up calls and as much
    realization of Science-fictioning by piloting
redesigned procedures with advanced ICT combined
    with recommendations for further adoption
  • SKAT wants what the Belastingdienst has
summarized in 4 slides 2 new slides of their
    own with improvements
  • ARLA wants an AEO and ICT solutions that is local
EU global to get streamlined gov exchanges and
    real business advantages
  • ... and your Food LL coordinator likes a Creative
    Cuisine!

Repeat The Belastingdiensts slides
  • WAKE-UP CALL to the EU DG Taxud active in
reviewing and in the Advisory Board. Besides
DG Taxud we found that DG Sanco, DG Agri and DG
Tren need to be informed and contacted. DG
    Enterprise recent statement on 25
    administrative burden reduction. Inventorizating
is done rule by rule We will give advise to look
at the combination of regulations. We will
    adopt/evaluate the ISCM (International Standard
Cost Method) that is used by the EU.
modernising the audit concept in control and
    statistical sampling minimizing formalities
mandate to skip them opening laws for the
AEO-concept introduce in ALL laws the
    facilitation mechanism like the customs
simplified procedures and different types of
bonded warehouses, depending on the level of
control. setting-up a process for judging new
legislation on the necessity of the
administrative burden. New Responsibility of DG
    Enterprise?
  • PROVEN IN CONTROL Integrated and fulfill-able
    government requirements and optimal facilitation
    based on trustable control mechanisms
    Convenanten with Big Companies, Horizontal
    audit (cases SRA, Newspaper delivering
    companies, Taxi-project IVW, compliant, software
developer - OESO document) Example of the
Heineken case export declaration and coming
    ECS/AES. Pre-departure information not
necessary for selection for physical check.
  • COMBINE or DELETE information flows/processes
    Different regulations need the proof/enough
evidence that the goods physically left the EU
The Export declaration in the existing Export
system and coming ECS (later on combined in AES)
should be covering all the requirements in those
regulations. Direct advice is given to delete
from the functional specification of EMCS (Excise
Movement Control System) the declaration of the
    export of excise goods.
  • Standard core components Audit look-up in
    EPCIS only possible/acceptable with standard
audit view presentation. That will need the use
of or translation to core components.
  • IT-Audit QUALITY ASPECTS Guarantees of the
    technology concept Students investigated the
    requirements. Besides specific data
requirements in special regulations, a company is
obliged to, but free in organizing and keeping
his books and records. The electronic
registration should be kept 7 years (may slightly
differ in other countries). For the entire
retention period it should be possible to examine
and therefore produce the data within a
reasonable period of time. Who is responsible
for the data of the service provider (e.g.
    Safmarine and the EPCIS system)?
  • Fred van Ipenburg Jan Felix, Dutch Tax
    Customs Administration
