Stepping up to bat for business
If youve ever wondered just how the ZCB goes
about being the voice of local business, then
turn to page 4 of this newsletter and diarise the
next divisional meeting happening closest to you.
While the ZCB offices are located in Richards
Bay, the ZCB runs four divisions in the form of
regularly held meetings which provide members in
each locality with an opportunity to raise issues
close to their heart. The Richards Bay,
Empangeni, Southern (Eshowe) and Northern
(Mtubatuba) Divisional meetings are each in turn
represented at ZCB Management Committees where
issues of concern are

raised and noted by the various Manco Chairman,
each of whom have a seat on the ZCB General Board
of Directors. In this way, issues raised at
divisional meetings reach the boardroom table.
Where possible issues are tackled at provincial
and even national forums. For example Mike
Patterson, Chairman of the Empangeni Division is
Chairman of the KCCI (KwaZulu Chamber of Commerce
Industries) and the Chairman and CEO actively
seek opportunities to raise local concerns at
provincial and national levels. So, why not
attend the next divisional meeting and have your
sayjust dont be surprised if you meet with a
little lively debate.

Chamber visits Scotland
Zululand Career Centre on a new path
Gijima KZN is the EU funded Local Economic
Development Program for KZN in partnership with
the Department of Economic Development KZN. An
important part of the programme involves building
the capacity of organisations, such as the ZCB,
who are active in LED in the province. Focused
study tours form an integral component of
capacity building wherein LED planners and
practitioners are exposed to best and worst LED
practices both domestically and internationally.
During November, the ZCB participated in one
such tour. The study tour to Scotland focused on
the following learning areas strategy
development, monitoring and evaluation,
structural funds management, capacity building
for LED staff and best practice projects. The
tour included visits to many Scottish initiatives
that held relevance for KZN economic and social
development. The most important observation made
was that while many of the resources needed for
effective economic development were already
available in South Africa generally and KZN
specifically, they could not provide an adequate
solution to development problems as long as they
operated in isolation. What does this mean for
Zululand? Its good news, it means were on the
right track as our region already has an
established history of public/private
partnerships and projects built on synergy. Our
corporate community has been actively involved in
community development for decades and we have
many examples of projects that have achieved
successes as a result. For example the
Downstream Aluminium Centre for Technology, a
project of the ZCBF was initially funded
primarily by BHP Billiton Aluminium. However,
numerous other bodies such as the Department of
Economic Affairs Tourism, Department of Trade
and Industry and the CSIR provided either funding
or in kind support which played an instrumental
part in getting the project up and running.
Today DACT is an independent Section 21 Company
funded by the Department of Trade Industry.
The project currently affords 8 groups of
entrepreneurs the opportunity to generate income
and grow their businesses. With this in mind
the Chamber will continue to promote and
participate in public/private sector LED
partnerships and programmes.
The Zululand Career Centre and Foskor Education
Resource Centre, both based at the ZCBF Community
Park, have found a fitting home under the wing of
Umfolozi College thanks to a strategic
partnership concluded between the College and the
Chamber. The Career Centre was one of the first
projects to be established on the Community Park
in 1996. Initially funded by the Department of
Labour, the Centre aimed to meet the career
guidance and life skills learning needs of school
learners (of all grades), graduates and
unemployed youth. Almost 10 years down the line
the project is still committed to facilitating
the development of informed, responsible
individuals, capable of making decisions and
interacting in a meaningful way within the
context of their community, their workplace and
the marketplace. Through its various programmes
and services, the Centre reachesvbetween 25 000
and 35 000 people per year. The Foskor Media
Resource Centre opened at the ZCBF Community Park
in February 2003. The Centre, a partnership
between Foskor and the ZCB incorporates copying,
laminating, binding and other resources along
with a resource library containing books and
reference material for use by students and small
businesses. Funding is annually provided by
Foskor for the centre to provide subsidised, and
in some cases, free copies to qualifying local
schools.
Both projects, which have been facilitated by
the ZCBF (now part of the ZCB) over the years
will now form part of the Umfolozi College
family. The arrangement creates a win-win-win
situation. The College gains an opportunity to
expand its student support services the projects
find a home within an educational environment
which can only result in their continued growth
and the ZCB fulfils its role of project
facilitator rather than project manager. I am
proud of the role that our organisation has
played in the successful establishment of these
two important initiatives and am confident that
they will thrive under the management of the
College, said ZCB CEO Bongani Mqaise.
