The study included review of information from
several Codex reports, FAO and WHO literature and
visits to SADC and EC websites and gaps
identification gaps

• Food control legislations in the SADC member
  states are not revised
• Neither are they harmonized with appropriate
  Codex standards taking into account the farm to
  fork food safety management approach.

• No adequate preparations by SADC Member States at
  National Level for effective participation in the
  Codex process
• No data for an informed role of the risk assessor
  and risk manager as they relate to the Codex
  process
• No national and sub-regional capacity in terms of
  infrastructure and human resource to generate
  scientific data for inputting in the work of the
  FAO/WHO scientific bodies and expert
  consultations or for inputting in the Codex
  process directly through sessions of Codex
  subsidiary bodies.
• No Sub-regional centers of excellence for
  specific food safety scientific
  studies/researches

• No support of sensitized highest political and
  policy authorities
• No proper organization of Codex function at
  national level
• No statutory NCCP located in appropriate
  ministry/ department or a national/parastatal
  organization hs adequate staff and equipment
  this is paramount to successful national Codex
  organization
• NO NCCC to spearhead Codex activities SADC
  countries
• No careful consideration by SADC member states
  which Codex Committees and sessions to be
  attended, bearing in mind the national food
  safety and trade goals and priorities.
