1 POTENTIAL IMPACT
Capacity to address the issues in a comprehensive
and coherent manner with clear European added
value and the ability to support relevant
policies and to stimulate societal debate on
issues of considerable importance for Europe

  • Catalan Parliament
  • Recognises the identity of the Romaní People and
the value of their culture as a safeguard of the
    historical reality of his people.
  • (2) Urges the Government to carry out the
necessary steps to contribute to disseminate the
recognition of the Romaní culture and the value
that this one has for the catalan society.

15
1) RECOGNITION OF THE ROMANÍ PEOPLE (THE LARGEST
MINORITY IN EUROPE) BY THE EUROPEAN PARLIAMENT
AND BY THE PARLIAMENTARIANS OF THE MEMBER STATES
2) CONTRIBUTION OF THE ROMANÍ PEOPLE (PEOPLE
WITHOUTH A TERRITORY) TO THE CONSTRUCTION OF THE
EUROPEAN IDENTITY

2 IMPROVE THE STATE-OF-THE-ART
(For IP STREPS) Improve the state-of-the-art
and make demonstrable progress towards
comparative research in terms of methodology,
data, and significant coverage at a European
scale.

EXCLUSIONARY INVESTIGATIONS
Ian Hancock is a Romaní lingüist from the
University of Texas (Austin). It has been also
the Romaní representative in the Holocaust
Memorial Council, and Director of the United
Nations Praesidium of the International Romaní
Union.
18
EXCLUSIONARY INVESTIGATIONSETNOCENTRISTS AND
RELATIVISTS
Those who know my work know that I have
thoroughly fought against the attitude of the
non-Roma researchers that study our people and
that want to close us up in a time capsule for
us to be real Romà, illiterate, nomads and
primitive, like Himmler wanted. These persons
think that we are unable to unite, to have a
political conscience, and to choose our
leaders. (Hancock 1988 14)

Michel Wieviorka As a result of the Arab
migration in France, there emerge mixed
identities, persons that are 50 French and 50
Algerian
21
Alain Touraine Foundator of CADIS Michel
Wieviorka Director of CADIS
22
I am not 50 French and 50 Romà, I am 100
French, I have the same rights and duties as any
other French person, and I am also 100 Romà

Dialogic Feminism
Judith Butler
On the one hand, Romaní people are obviously
excluded, but Emilia is constantly fighting
against this situation. I think this is a
remarkable experience of empowerment she cant
read, but she has much to say and do
24
COMMUNICATIVE RESEARCH METHODOLOGY
This is an elegant and clarifying debate about
the problems arising when the distributive is
understood in terms of opportunities and
availability of resources, without taking into
account the inequalities that arise from cultural
conventions and social barriers.

3 DEVELOP AND DISSEMINATE
Develop and disseminate reviews of
state-of-the-art that may be used for research
and teaching as well as for policy makers and
more general audiences.

COMMUNICATIVE RESEARCH METHODOLOGY
In 2003 an article about WORKALO was published in
the Harvard Educational Review, written by two
members of the research team Jesús Gómez y Julio
Vargas
Why Romà Do Not Like Mainstream Schools Voices
Of a People without Territory
32
COMMUNICATIVE RESEARCH METHODOLOGY
The Romà have been excluded even from the
discourses about exclusion. If, a part of the
international scientific community has ignored us
to this moment, another one has studied us
excluding our voices from their analysis and
using racist stereotypes... This book is an
unusual one, because it includes texts elaborated
by people from different cultural groups
(including Romaní people) in a common search for
orientations that may allow social cohesion of a
European citizenship without any sort of
discrimination. From the Introduction, Julio
Vargas

cultural minorities and the disabled people.

4 INVOLVE USERS AND STAKEHOLDERS
Involve, as appropriate, users and stakeholders
in the implementation of the project, and develop
clear and targeted dissemination and valorisation
strategies, addressing not only scientific
audiences, but also to policy-makers, other key
actors and, where appropriate, the general
public.
