Town of Elizabeth Comprehensive Plan Update
  • We are calling this effort a Community Plan to
    reflect the fact that Elizabeth is more than just
    what is inside the Town Boundaries.
  • Why update the Adopted 1995 Plan Now?
  • State statute requires Colorado Towns to have a
    Comprehensive Master Plan
  • Most Towns update their plans every 5-10 years.
  • Town received a grant from the State of Colorado
    to assist in this effort
  • Change is occurring on all sides of the Town

What a Plan Should Do
  • Establish an overall framework that will provide
    guidance to community decision-makers.
  • Provide clear direction for land development
    projects, whether public or private.
  • Let others from outside the Town know what the
    community expects and desires.
  • Ensure that changes in the community occur in a
    predictable and orderly fashion.
  • Consider the needs and wishes of all members of
    the community when setting public policy and
    making decisions.
  • Ensure that citizens are aware of major issues
    and are allowed to participate.

What has changed since the last Plan was
completed in 1995?
  • Population in town is now 1,501 people. In 1995,
    it was 1,053.
  • Growth in Unincorporated Elbert County will
    become increasingly significant- 17,194 in 2000
    20,361 in 2006
  • Population forecast for Elbert County
  • 2010 25,848
  • 2015 32,307
  • 2020 42,430
  • Douglas County continues to grow
  • 175,766 in 2000
  • 265,470 in 2006

What has changed in the area?
  • Most of growth in Douglas County has occurred in
    Castle Rock and Parker
  • Castle Rock Parker have basically doubled in
    size in 6 years
  • Castle Rock 2000 20,224 and 40,967 in 2006
  • Parker 2000 23,558 and 41,428 in 2006
  • Most of the growth in Douglas County has been in
    towns not unincorporated areas.

What has changed since the last Plan was
completed in 1995?
  • Since 1995, there have been approximately 450
    lots created in the county that are within the 3
    mile area.
  • Most of the lots created prior to 1995 were
    unimproved- housing development restarted in
    1994.
  • Since 1995, the Town has annexed 425 acres into
    the Town limits.
  • Total acres in 1995 359
  • Total acres in 2008 784
  • The geographic size of the town has more than
    doubled.
