  developers to review all water efficiency options
• Emphasize proven technologies to achieve expected
  water savings and performance
• Provide lists for applicants
• pre-approved fixtures (HETs, clothes washers)

EBMUD Water Efficiency Regulations

• Applies to new water services and meter upsizing
• Requires EBMUD-approved plan review for water
  efficiency
• Requires individual metering
• Promotes non-potable water service

EBMUD Water Efficiency Criteria

• Performance rated (3rd party) products that
  achieve measurable water savings and are readily
  available
• Reasonable economic cost to consumer
• Compliance at applicants expense

One Year Ago

• Less than 5 of plans submitted had HETs
  specified
• More than 50 specified too much turf and/or turf
  in areas less than 8 feet wide
• Bathroom aerators were not being installed in new
  homes

One Year Later

• 140 plans received (800 residences)
• Plans are meeting requirements
• Builders are accepting HETs
• Have eliminated ornamental turf

Individual Metering

• Applies to all multi-family and multi-space
  occupancy applicants
• Sub-metering is not an acceptable alternative
• Additional District charges of 300-500 per
  dwelling unit/commercial space
• Added plumbing cost to developer
