Title: Ensuring Growth Has Neutral Water Demand

1
Ensuring Growth Has Neutral Water Demand
  • Vice President Doug Linney
  • November 2008

2
Goals and Objectives
  • Avoid/reduce the impact of new demand on storing,
    treating and delivering more water
  • Minimize water waste in new housing
  • Minimize the need for home retrofits (at higher
costs) to get water savings later

3
EBMUDs Programs
  • Water Demand Offset for Annexations
  • Camino Tassajarra offset water need on 21 basis
  • (earlier projects offset water need on 11
    basis)
  • Water Efficiency within the Service Area
  • Adopted regulations for new development in 2008
  • Require similar efficiencies to those
    established
  • for homes in the Camino Tassajarra development

4
Camino Tassajarra Project Water Demand
5
Camino Tassajarra Integrated Project
  • 1,400 home community
  • 4 developers
  • Shapell, KB, Ponderosa, Lennar
  • Largest project Alamo Creek
  • Meter sizing 5/8- to 2-inch
  • Lots 4,000 15,000 sf.

6
Camino Tassajarra On-Site Conservation
  • Dual flush toilets in every home
  • Front-loading clotheswashers
  • Hot-water-on-demand systems for the 90 largest
    single-family homes
  • Submetering for common area irrigation
    multi-family/sr. housing
  • Xeriscaping and drip irrigation
  • Install (evapotranspiration) self-adjusting
irrigation controllers in all landscaped areas

7
Camino Tassajarra On Site Recycled Water
  • Homeowner association common areas and parks
  • School play fields
  • Landscape around artificial turf soccer fields

8
Camino Tassajarra Off-Site Reduction
  • Residential/Commercial Conservation
  • Food Service Hospitality Programs
  • Health Care/Medical Sector Programs

9
Water Demand Offset Lessons
  • Communicate early with land use agencies and
developers to review all water efficiency options
  • Emphasize proven technologies to achieve expected
    water savings and performance
  • Provide lists for applicants
  • pre-approved fixtures (HETs, clothes washers)
  • landscaping (plant lists)

10
EBMUD Water Efficiency Regulations
  • Applies to new water services and meter upsizing
  • Requires EBMUD-approved plan review for water
    efficiency
  • Requires individual metering
  • Promotes non-potable water service

11
EBMUD Water Efficiency Criteria
  • Performance rated (3rd party) products that
achieve measurable water savings and are readily
    available
  • Reasonable economic cost to consumer
  • Compliance at applicants expense

12
One Year Ago
  • Less than 5 of plans submitted had HETs
    specified
  • More than 50 specified too much turf and/or turf
in areas less than 8 feet wide
  • Bathroom aerators were not being installed in new
    homes

13
One Year Later
  • 140 plans received (800 residences)
  • Plans are meeting requirements
  • Builders are accepting HETs
  • Have eliminated ornamental turf

14
Individual Metering
  • Applies to all multi-family and multi-space
    occupancy applicants
  • Sub-metering is not an acceptable alternative
  • Additional District charges of 300-500 per
    dwelling unit/commercial space
  • Added plumbing cost to developer

15
Water Efficiency Regulation Benefits
  • Efficiency requirements work
  • 10 - 30 potential reduction
  • 100,000 gal/day projected savings
  • Individual meters encourage efficiency
  • 6,000 units built in 2004-07 would have qualified
  • Projected 15 savings (74,000 gal/day)
