Title: Florida Aquifer Protection: The Regulatory View

1
  • Florida Aquifer Protection The Regulatory View

Judy Richtar UIC Program Manager Southwest
District
American Ground Water Trust ASR IV April 16,
2004
2
Federal Requirements for all Class V Wells
  • Prohibition to endanger (40 CFR 144.12)
  • Does not allow the movement of fluid containing
any contaminant into USDWs, if the presence of
that contaminant may cause a violation of any
primary drinking water regulation or adversely
    affect public health.

3
ASR Standards
  • Injection into a USDW
  • Primary drinking water standards
  • Secondary drinking water standards
  • Not adversely affect health of persons

4
ASR Standards
  • Injection into non-USDW
  • No standards _at_ point of injection
  • Meet standards if migration into USDW
  • (lateral vertical)

5
Water Quality
  • Primary Secondary standards
  • Public health issues
  • Pathogen survival / transport

6
Point of Compliance
  • Point of injection
  • Within the aquifer
  • Recovered water

7
Monitor Well Network
  • Storage zone
  • Seasonal storage
  • Long-term storage
  • Recovery efficiency

8
Recovery Efficiency
  • Volume vs. Water Quality
  • Potable water issues
  • Reclaimed water issues

9
Drinking Water Program
  • Recovered water quality
  • DO / pH / arsenic / TTHM / turbidity
  • Dissolved Fe
  • Total sulfide
  • 226Ra/228Ra
  • HAA5s

10
Recovery Efficiency
  • Volume vs. Water Quality
  • Potable water issues
  • Reclaimed water issues

11
Cycle Schedule
  • Volumes / storage duration
  • Length of cycles
  • Number of cycles
  • Recovery
  • to native water quality
  • to injected fluid quality
  • to parameter-specific levels

12
Other Considerations
  • Geophysical logging after testing
  • Financial responsibility
  • Mechanical integrity testing
  • Geochemical modeling
  • Ground water tracers
  • ZOD for all ASR systems

13
FL Reclaimed ASR Criteria
  • Principal vs. Full Treatment
  • TOC annual avg. 5 mg/L
  • max. 9 mg/L
  • TOX annual avg. 0.2 mg/L
  • max. 0.3 mg/L

14
FL Reclaimed ASR Criteria
  • Into lt 1,000 mg/L TDS aquifer
  • Full treatment disinfection
  • Into 1,000 to 3,000 mg/L TDS aquifer
  • Not current / future public water source
  • Principal treatment disinfection
  • Into gt 3,000 mg/L TDS aquifer
  • Principal treatment disinfection

15
FL Reclaimed ASR Criteria
  • High-level disinfection
  • Class I reliability
  • 24-hour operator attendance
  • Approved operating protocol
  • Reject storage / wet weather storage
  • Monitoring requirements

16
Zone of Discharge
  • Volume underlying a site to the property boundary
  • Excludes lt 1,000 mg/L TDS aquifer
  • Reclaimed ASR only
  • Secondary standards sodium only
