- MEDEFs members are affected by ICANN policies
concerning domain names, generic and country code
domain names, IP addresses, the architecture of
the DNS, security, etc. - MEDEFs members use Internet to conduct
business. - They are customers of providers of connectivity,
domain names, IP addresses, protocols and other
services related to electronic commerce in its
broad sense. - Their interests are
- - technical Internet stability, reliability
and security - - as well as geopolitical Frances and
Europes positions in the global Information
Society (eEurope 2005, eFrance 2005)

reform
- ICANN reform must be a positive and pragmatic
evolution, - not a revolution.
- - ICANN 2 must remain a private sector
organization, with a policy development process
more transparent and which represents adequately
the business users. - - ICANN 2 should continue its original mandate
in line with the White paper principles
stability,competition, coordination implying a
base of private players in a growing process,
adequate representation by players, particularly
in geographical diversity.

reform
- - ICANN 2 should be appropriately funded to
carry out its mission for the benefit of the
global Internet community. - - A better and more efficient participation of
governments is desirable. - More liaison (participation in discussions and
interactions) of the GAC (Governmental Advisory
Committee) with the Business Constituency. - - The creation of the ccNSO should not mean that
business users cannot be heard on cctld global
policy issues. - - The MEDEF supports the creation of committees
on key issues (security, root server operation,
etc.).

reliable and permanent domain name service
- - The domain name itself is a small part of the
investment to put up a web site. But once in
place, it becomes a critical resource and its
stability and reliability are critical to the web
site. - - Continuity of service is a key element of
confidence for business users - - Service reliability and Service recovery
procedures for technical as well as financial
problems (registrys bankruptcy for instance)

resolution policy, accurate and current WHOIS
data information - ICANN to make usage of pragmatism and wisdom when
creating new gtlds - - ICANN to tackle the potential IP issues
deriving from IDN - Expected positive side effect of domain name
usage by SMEs in France and Europe - Increasing their awareness of intellectual
property issues and notably the community
trademark.

- Quality of registration services and limitation
of fraudulent actions - should derive from an effectively competitive
registration market. - Encouraging the use of best practices, in gtlds
and cctlds alike. - - ICANN to actually enforce the contracts with
registries or registrars, in case of fraudulent
practice. - Domain name portability Protection against
domain name slamming (current transfers issue in
gTLDs). - Predictibility in registration services
(transfers, deletes, ) - - A quick recovery mechanism for registries
13Business users voice
- - Business users are the largest user group of
domain names. - - The business interests must be represented and
heard for policy matters that affect them (gtlds,
cctlds, IP addresses). - - The business point of view must be heard so
that businesses can benefit from a favorable
Internet resources management.

- MEDEF must be able to represent the interest of
its members, - French businesses, for ICANN policy making, in
the new ICANN. - MEDEF fears a lowering of the business users
voice in ICANN 2. - Policy must be developped in a transparent
bottom-up process from the stakeholders
proposals. - In the case of ccTLD global policies, a precise
process must be developped in the ccNSO to allow
effective participation of the business users. -
