Technical Support

• Issue guidelines on SAM to all bureaux/departments

  Intranet for easy reference
• Issue a bookletGuidelines on the Management and
  Use of Computer Software and IT Security for
  Computer Users to each and every computer user
  to ensure awareness on SAM
• Helpdesk service to provide technical advice and
  assistance on SAM implementation

Progress Monitoring

• ITSD has been conducting quarterly surveys on the
  progress of SAM implementation in bureaux and
  departments since Oct 1999
• In the surveys, bureaux and departments are
  required to report their progress status of
  implementing a number of SAM measures

Progress Monitoring - SAM measures

• Appoint a compliance officer
• Promulgate internal departmental instructions
• Ensure general awareness of all staff members to
  use only authorised software
• Acquire software legitimately
• Keep software licences
• Keep software inventory up-to-date
• Maintain and implement proper procedures for
  installing and distributing software
• Conduct periodic software assets audit
• Confirm proper licensing and authorisation for
  all software used

Progress Monitoring - Result

• Latest survey result
• 70 (or 73 of) bureaux and departments have
  already implemented all SAM measures
• 26 (or 27 of) bureaux and departments will have
  implemented all SAM measures by 31 March 2001

• Among the 70 bureaux and departments which have
  already implemented all SAM measures
• 60 bureaux and departments have detected no
  unauthorised software exists
• 10 bureaux and departments were found with
  unauthorised software installations

• The unauthorised software found falls within the
  following categories
• inadvertent installation of software copies
  exceeding the licensed quantity
• installation of licensed software or freeware
  which had not been approved for installation by
  the concerned bureaux and departments and
• unauthorized software which were installed by
  some other parties prior to the computers were
  assigned to the incumbent officers.
• Rectification actions against the incidents were
  taken by these 10 bureaux and departments
  immediately

Progress Monitoring - Follow-up

• Bureaux and departments are reminded to follow
  the guidelines on the proper management and use
  of software
• Bureaux and departments are advised to take
  positive and firm actions in cases of
  non-compliance with the guidelines

The Way Forward

• Continue to promote and educate computer users in
  the Government on the importance of the proper
  management of software
• Provide necessary assistance and monitor the
  progress of SAM implementation in
  bureaux/departments
• Set a good example for the private sector to
  follow
• Seek to extend SAM measures to Government
  subvented organisations and the private sector
