3RULES OF REGULATION Iintroduction of new
pollutants
- If the compound is likely to be found in Israel
it will be included even if only one regulating
agency included it. - Small chlorinated solvents should be in even if
they are regulated by only one of three major
regulating agencies. - If there is no data on the abundance of a
candidate primary pollutant we shall either
regulate it or propose a concentrate effort to
establish more data on its abundance (ICR). - If two out of three agencies have regulations we
have to include the compound in the Israeli
Regulations.
4RULES OF REGULATION IIvalues of pollutants MCL
- We shall refrain from setting an extreme MCL,
- more extreme than all three regulating agencies.
- We shall adopt the values proposed by our
toxicologist (Professor Winston) in case of
differences in the MCLs proposed by the major
regulating agencies. - We shall refrain as much as possible from
elevation of an Israeli MCL and do so only
following a change of the MCL by one or more of
the major regulating agencies. - We shall omit MCLs without toxicological/technolog
ical foundation

13ADDITIONAL REMARKS I
1. Diethylhexylphthalate has to appear in the
main non-pesticides Table as for industrial
pollutant ( like elsewhere in world).
- 2. EDB and 1,2-Dichloropropane have to appear in
two Tables as pesticides and as industrial
organic chemicals. - (EDB- fuel additive, Dichloroprane solvent)
- It is important for local authorities!!!
14ADDITIONAL REMARKS II.
- Vinyl chloride appears in the list, but has to be
analyzed only in vulnerable industrial areas
according to instructions issued by the health
authority e.g., Eng. Sh. Goldberger). - PCBs total concentration of the sum of PCBs
0.5ppb, it covers Cl5 Cl10 compounds, - standard Arochlor -1260 can be useful for
this purpose.
