Studies Within The Ministry (Existing Situation)

The reconstruction of technological
infrastructure of our Ministry in the framework
for e-Government Action Plan of Prime Ministry is
clearly inevitable. For this reason, the
Information Technologies Department of the
Ministry has been reconstructed to maximize
efficiency and service quality. The
job descriptions for each branch of IT Department
have been reevaluated. In this context, a new
branch regarding to Geographic Information System
has been established.

Inventory Proceeding

• In order to identify the activities, detailed
  inventory sheets were formed and information was
  colledted from each unit.
• With inventory sheets, information was collected
  about the following subjects
• Completed projects
• On-going projects
• Existing GIS softwares
• Existing numerical data
• Planning Projects
• Benefits of a GIS in the Ministry
• Geographical Data which can define a layer
• Expectations and Targets,

The GIS technology in the world is expected to be
web-based within 2 or 3 years. Especially, the
applications like Google Earth has been deeply
affected the GIS technology. Development in
satellite techno-logies with much more sensitive
images can be a solution for the matter of
coaster map in GIS. It will be easier to reach
healty data. The developments in this area have
been taken into consideration in our studies.

Geographic Information System Study Group

Layers

• A Geographical Information System Study Group
  consisting of participants from all departments
  of the Ministry was organized for
• assessment of inventories
• exchange of ideas
• identification of layer structures belonging to
  units
• This study goup was collected at numerous
  times in order to discuss the inventory sheets
  and layer structures.
• In this meetings, the participants were
  informed about how to identify layer structures
  and sample studies were summarized.

Establishment of Central GIS Database

• In order to establish the central GIS
  database regarding to identified layer structures
  of units, first of all, sub-database were
  prepared for each unit.
• In this way, the management of data by related
  units can be much easier.
• Data collected from units were transferred to
  these sub-database.

Presentation of Data

• The planning data and the other type of data
  belonging to the Ministry have been presented in
  separate platforms in order to avoid from
  technical problems.

Presentation and Usage of Data

• Data presented in two different platforms can be
  edited in both the intranet and the internet
  without any software.
• The advance editing on GIS database of the
  Ministry is also possible in both platforms by
  using desktop applications.

Inspire
Inspire Directive is being carried out by
coordination our Ministry in Turkey.
Necessary regulations in National Programme have
been made for the advent of adaptation work in
2009. After approval of National
Programme, studies will start within the Ministry
by taking into account improvements of JRC with
contribution of other institutions.

Corine

• Corine 2000 was completed. Corine 2006 is going
  to be performed in coordination of the Ministry
  of Environment and Forestry.
• For this work, a team of expert in remote sensing
  has been started to work on the project.
• Corine 2006 will be conducted as joint work of
  the Ministry of Environment and Forestry and the
  Ministry of Agriculture and Rural Affairs.

The project of Corine 2006 is aimed to be
completed in May 2008. At this stage 1-
building up of a plug-in software onto ArcGIS 9.3
