2The Founding Development (FD)
- Background
- What is the Founding Development and Why?
- - this is a campus start up development that
will form phase 1 of the BIUST. - - having realised that the PPP development
process will take longer than anticipated,
Government took a decision to start up the
university in order to meet the expectations of
Batswana at the soonest possible time. - - it was further decided that the development
will be no where else but on site, where it will
eventually form part of the overall BIUST
development.
3The Site- BIUST sits between the Martins Drift
fly over to the South, the Palapye built up
area to the North, the railway line westward and
the Tswapong hills to the East. - The NSWC
traverses the site, . A servitude will be
necessary.- The FD will be located at the heart
of the site.
4Radial developmentThe university development
will occur in a radial fashion from the FD.
5Elements of the Development
- The development is to be Fast Tracked in order
to open the university doors for student
enrolment in March 2011. - The FD is to be financed by Government through a
design and build contract. - A decision was made to have this as a closed
tender where a total of six contractors were
selected to tender. - Four of the six participated while the other two
withdrew. - The tender closed on the 8th October 2008 and
bids are awaiting evaluation which was pending
the appointment of a project management team.
6Elements cont
- The project management firm for the FD will be
announced during next week. - It is expected that the contract will be awarded
by the end of the year. - Government will operate and maintain this FD
until the phase 2 development of the campus is
completed through a PPP. - Operation and maintenance of the physical
facilities of the FD will be handed over to the
PPP Operator.
7Facilities for the Founding Development
- Central Administration
- Academics Sciences, Technology, Engineering,
Management - General Teaching classrooms, small class
breakout sessions - Library Learning Centre
- Student Services Amenities student centre,
health clinic, athletics - Commercial Space refectory, bookstore
- Housing senior staff, junior staff, students
8Founding Development size
- The first cohort of an estimated 128 students
will be admitted in March 2011. - In year two, the second cohort of 128 students
will be admitted, for a total of 256 students. - Faculty and administration will also be in place
from year one, growing in step with student
cohort numbers. - Construction of the PPP will have to bear in mind
the needs of students and faculty in year three
and beyond.
