PRINCIPLES

WHY A BUL-ROM FAB ?
  • Long common state border with significant
    cross-border air traffic flows.
  • Common handling of the European NW-SE air traffic
    flow.
  • Common customer base.
  • Treaty of Accession signed by Bulgaria, Romania
    and EU Member States in Luxembourg on 25 April
    2005.
  • Memorandum (MoU ACE) signed by and between
    Bulgaria, Moldova, Romania and Turkey, on 08 July
    2003, for the cooperation and coordination
    amongst themselves as well as with ICAO,
    EUROCONTROL, the EU, the airspace users and other
    European and international institutions,
    including financial ones, and the industry, on
    all matters relating to ATM.
  • Initiative launched by Bulgaria and Romania to
    create the pre-requisites for the establishment
    of a functional airspace block (signed during
    ACE/2 Meeting, October 2004).

  • Compatible airspace organisation and route
    network structure.
  • Airspace classification harmonization principles
    agreed.
  • A relatively high degree of optimization already
    achieved in the ARN process, by reducing the
    limitations/constraints at the common boundary.
  • Common strategic approach (for ANSPs)
  • Each ANSP is moving towards a single national ACC
    center
  • Predominantly upper airspace overflight traffic
    in both countries.
  • High level of CNS/ATM interoperability.
  • Similar needs concerning the defense
    (NATO/RENEGADE) and security.

  • The newly built ATC Centers in Bucharest and
    Sofia are fully operational.
  • The new ATM systems operating in the new centers
    are fully compliant with applicable ICAO and
    EUROCONTROL standards and recommendations.
  • An analysis conducted by Bulgaria and Romania
    showed the compatibility of the ATM systems and
    the minimum efforts required for their
    integration.
  • An agreement for radar data exchange is already
    in place between Bulgaria and Romania optimizing
    the present multiple radar coverage.
  • Dedicated ATS data and voice communications
    networks, already interconnected using up-to-date
    technology.
  • Similar lifestyle and social standard.

Human Resources Issues
  • common human resources policy
  • common training programs, competence assessment,
    recruitment and selection policies
  • assessment of existing training facilities
    (centers/simulators) in the signatory states, in
    order to best utilize them in the training
    process of the personnel
  • adoption of a harmonized ATC licensing system, in
    compliance with the European requirements, in
    order to ensure the mobility of the personnel and
    to cover the contingencies
  • continuous consultation between the social
    partners

On-going Activities
  • The joint Romanian-Bulgarian FAB WG has been
    working since February 2005
  • Based on SES regulations and subsequent
    documents, FAB WG identified the means of
    compliance and the existing operational and
    technical resources
  • The Lines of Action for each domain of interest
    were agreed at the recent 3rd FAB WG meeting.
