2 Evolution of civil aviation management in Sri Lanka
1946 Department of Civil Aviation (DCA) was responsible for
Administration Enforcement of Air Navigation Regulations
Provision of Air Navigation Facilities Services
Development Maintenance of Aerodromes
Operation of the national carrier, Air Ceylon
1952 National carrier was separated from the DCA
1979 Development Maintenance of aerodromes, entrusted to the Airports Authority.(subsequently abolished)
1983 Provision of Air Navigation Facilities and Services, entrusted to the Airport Aviation Services (Pvt) Ltd. DCA was reduced only to a regulator (controlled financed by the Government)
2002 - Abolished the DCA and established a CAA ( autonomous self- financed)

4 Summery of events leading to the launch of a country specific project by TCB
ICAO assessed DCA-Sri Lanka in Feb. 1997
Series of deficiencies were reported.
ICAO called for a remedial action plan.
Government sought assistance from TCB.
TCB proposed a country specific project.
The Government approved the Project (SRL/97/901) in April 1998.
The Project started in August 1998
