Learner Register Strategy
  • One central register of learners for all UK, but
    accessible by all stakeholders
  • Learners can control who accesses their records
  • Registration Service is also a gateway to
    accessing a learners records
  • Registration of learner takes place prior to
    enrolling for first external award (e.g. GCSE)
  • For learners at state schools, automatic
    registration from school census to minimise
    burden on schools and LAs
  • Wide consultation on the strategy
